1. Frequency Control Standing Committee Meeting
Frequency Control SC meeting.
Frequency Control held a Standing Committee (SC) meeting before the 2013 UFFC joint symposia in the Prague Congress Center. The SC meeting first approved the minute of the previous SC meeting, which took place in Florida this April, and then discussed all events relevant to the 2013 UFFC joint symposia, including exhibitors, tutorials, awards, student paper competition, and proceedings. One very important discussion was the publication rules (formats) for IFCS proceedings since there are different cultures in the Frequency Control group, where groups 1, 2, and 4 (engineering-oriented) prefer a standard 4-page format compliant to the IEEE standards, while group 3, 5, and 6 (science-oriented) would rather use the one-page abstract to serve as the final paper submission in the IFCS proceedings. In the end, there was still no clear picture but IFCS encourages that all submissions for the final proceedings should at least comply with the IEEE Xplore regulations (i.e., two-column format) without emphasizing on the minimum page limit.

     After reporting on events of the 2013 joint symposia, issues related to 2014 IFCS (to be hosted in Taipei, Taiwan) were discussed. The general chair, Wan-Thai Hsu, presented the budget and possible exhibits for the 2014 IFCS and the TPC chair, Gregory Weaver, reported the status of the TPC members in each group. The ATF workshop (Asia-Pacific Workshop on Time and Frequency) will be requested to join 2014 IFCS as Technical Co-Sponsorship. The FCSC members were pleased to embrace the potential contribution from the ATF. More than 60 additional submissions are expected from the ATF workshop, covering group 3, 5, and 6 while most of the participants of the ATF are from national institutes (i.e., non-student registrants). As a follow-up, the 2014 IFCS TPC chair, Gregory Weaver, has invited the ATF chair, Dr. Huang-Tien Lin, and other two ATF experts to join the TPC in group 5. In addition, the ATF plans to offer a post-symposium technical tour relevant either to microwave standards or time keeping infrastructures in Taiwan. The process of IEEE MOU between IFCS and ATF is underway.
     Two significant changes of the IFCS 2014 are the “Manufacturing Forum” and “Conference Banquet”. Regarding the Manufacturing Forum, the IFCS will invite several CEOs of the timing and semiconductor companies in Taiwan to present their capability on manufacturing approach, process control, and device development, followed by an interactive discussion/comment with the audience. On the other hand, funding approximately close to USD $20,000 have been raised from the QIAT (Quartz Industries Association of Taiwan) to partially support the banquet activity held on the top floor of the Grand Hotel (a famous landmark in Taipei). Finally, the status of 2015 IFCS (to be held in Denver, CO) was presented by the 2015 IFCS general chair, Gregory Weaver.
