issue is the final IEEE-LEOS Newsletter in 2005. We have enjoyed finding
interesting article topics for you this year.
In this issue, our University Research Highlights article features research
by the IEEE-LEOS President-Elect, Prof. Alan Willner and his colleagues.
Prof. Willner is a Professor in the Department of Electrical Engineering
at the University of Southern California (USC). The first author on
the paper, "Programmable Differential-Group-Delay (DGD) Elements
Based Polarization-Mode-Dispersion (PMD) Emulator with Tunable Statistics,"
is L.-S. Yan at General Photonics Corp. in Chino, CA and USC. The second
author is X. Steve Yao at USC.
This issue also features one Hot Topic written by J.-Q. Xi, Jong Kyu
Kim, and E. F. Schubert at the Rensselaer Polytechnic Institute in Troy,
NY. Their paper is entitled, "Low-Refractive-Index Films: A New
Class of Optical Materials."
