Journal of Solid-State Circuits Reviewed


"The Journal of Solid-State Circuits appears to be an excellent publication which meets the stated goal of publishing high quality papers concerned with all aspects of Solid-State Circuits,Ó begins the report of the November 12, 1998 review of the JSSC by the Periodicals Review Committee of the IEEE Technical Activities Board (TAB). The IEEE TAB Periodicals Review Committee reviews IEEE technical publications every five years to ensure they maintain the highest standards, in particular evaluating the issues of timeliness and quality. The six member TAB committee reviews the publications of six to twelve Societies a year. The JSSC report was very positive.

HIGHLIGHTS OF THE REPORT.

The Journal is well respected within the technical community, and is highly ranked in terms of the Science Citation Index "Impact Factor." (The Impact Factor was 1.101 in the most recent year for which these statistics are available. This ranked the Journal 22nd in a field of 177 publications in electrical engineering. The citation half-life is listed as 5.9 years.) One indication of the high regard the community holds for the Journal is the fact that member subscriptions have increased by 43% over the past four years. Overall, the subscriber base has increased by more than 20% since the Solid-State Circuits Society was formed from the Solid-State Circuits Council in 1997.

The Journal has effectively dealt with publication timeliness. The Editorial Board is striving to meet its goal of an average of 90 days to first action on submitted papers. It is also a goal to have author revisions submitted within 90 days. The performance of Associate Editors is closely monitored. Former Editor Richard Jaeger reported that approximately one Associate Editor per year is replaced for under-performance.

About half the pages published each year in the Journal are in special issues from conferences sponsored by the society. These issues are compiled by guest editors appointed from the ranks of the conference program committees, and use reports from session chairs on the best papers. The special issues publish 15-30 papers selected from those appearing in the conference records. The authors expand the conference digest papers to conform to the standards and requirements of the Journal.

The TAB Periodicals Review Committee is discovering that the IEEE periodicals with highly ranked publication metrics, are the products of extraordinary time and attention paid by generous and energetic volunteers. As an example of this, the JSSC readers have benefited from the dedicated management of the former Editor Richard Jaeger.

The Society representatives attending the review appeared to have an excellent command of operational matters regarding the periodicals. Moreover, the Society appears to be very well organized in general, and there is apparently a superabundance of willing and extraordinarily dedicated volunteers. All the evidence available to the Committee is consistent with the Society's self-evaluation that "The Journal is the premier publication in its field by a wide margin."
