General Information

Abstracts of the papers to be presented at CLEO®/Europe-IQEC 2000 appear in this advance programme. The presentation of the large number of papers requires that there be eight parallel sessions plus two Tech-Focus sessions, tutorials, and poster sessions during the 5 days of the conference. All sessions will be held at the Nice Acropolis.

The CLEO®/Europe-IQEC 2000 technical programme has a total of 1,205 papers. These include 2 plenary papers, 6 tutorials, 57 invited and 694 contributed (including posters) CLEO®/Europe submissions and 35 invited and 419 contributed (including posters) IQEC submissions.

Postdeadline Paper Information
Submission Deadline: 12 July 2000
 
Authors are encouraged to submit postdeadline papers. The purpose of postdeadline papers is to give participants the opportunity to hear new and significant results in rapidly advancing areas. Only those papers judged to be truly excellent and compelling in their timeliness will be accepted.
The Programme Committee will accept a limited number of postdeadline papers for presentation at the meeting. Papers must reach IEEE/LEOS no later than 12 July 2000, 5:00pm US EST. NO FAXES WILL BE ACCEPTED.
Absolutely no papers received after this deadline will be considered by the Programme Committee. Authors will be advised of acceptance or rejection by telephone, fax, telex or e-mail no later than 4 August 2000. Postdeadline papers will be presented at an evening session on Thursday, 14 September 2000.
 
Submission Requirements
Authors of postdeadline papers must submit:
  • a covering letter indicating the significance of the contribution
  • a Categorisation Form found on pages 125-128
  • 35-word abstract
  • a one-page summary and one copy
The 35-word abstract, prefaced by the title of the talk and the authors' names, affiliations, complete return address, and telephone/ fax number and e-mail address, should be typed double spaced on a separate sheet. Avoid use of scientific and engineering symbols as well as acronyms (e.g. APD for avalanche photodiode) in the abstract and title.
The one-page summary must be submitted on A4 or 8.5" x 11" paper, typed single spaced, no columns, on one side only. Summaries submitted on A4 paper must have 3.3cm top/bottom margins and 2.22cm left/right margins. Summaries submitted on 8.5" x11" paper must have 1" margins on all four sides. The author must include equations, drawings, figures and references within the one page limit. The summary page must begin with the title of the talk and the authors' names, affiliations, complete return address, and telephone/fax numbers and e-mail address. Do not use asterisks, acknowledgements, job descriptions, or footnotes. Cite references at the end of the summary and limit to five.
If the paper is accepted the summary will appear in the Postdeadline Paper publication which will be distributed to registrants at the meeting.
 
Use this checklist to avoid the most common mechanical errors in submitted papers:
All material must be typed single spaced with no columns.
  • Type the title, authors' names, complete return address and telephone/fax number and e-mail address.
  • The 35-word abstract must be on a separate first page.
  • A4 paper margins: 3.3cm top/ bottom, 2.22cm left/right
  • 8.5" x11" paper margins: 1" all sides
Adherence to the above instructions for the preparation of the abstract and summary is imperative.
Any of the following conditions may result in rejection of a paper:
  • Failure to submit the paper by the deadline date.
  • Failure to complete and attach the appropriate Postdeadline Categorisation Form found on pages 125-128.
  • Failure to submit original and one copy of the one-page summary.
  • Failure to submit the 35-word abstract on a separate sheet of paper.
  • Failure to submit a covering letter.

Poster Sessions
Poster Sessions for contributed papers have been a major attraction at recent conferences. The Poster Sessions will be held on Tuesday, 12 September, 14.30 - 16.00, Wednesday, 13 September, 14.30 - 16.00, Thursday, 14 September 10.30 - 12.00 in the Exhibition Halls (Méditerranée and Rhodes areas). Fixing materials will be provided. Authors should remain in the vicinity of their poster for the duration of the session to answer questions from participants. Posters should be put up on the allocated board during the morning of the day of presentation, and removed by the end of the same day.
Each author is provided with a bulletin board measuring 1.98 metre wide x 0.92 metre high (approximately 78"wide x 36" high) on which to display a summary of the paper. Poster paper presentation provides an intimate interaction between the presenter and the viewer. Note that poster presenters are not supplied with any audio-visual equipment.

Technical Digests
The technical digests for CLEO/Europe-IQEC 2000 consist of camera-ready summaries submitted by contributed and invited authors. Attendees will receive their choice of one digest when they register. Additional copies may be available for the special price of euro 58/ FRF 380 per copy at the meeting, however we would recommend that you order these in advance. Additional copies may be ordered in advance by completing Section D of the Conference Registration Form.
The digests will also be available after the meeting from the IEEE for a higher price.

Tech Focus Sessions
A feature of CLEO/Europe-IQEC 2000 will be the special all-day Tech Focus Sessions which concentrate on selected topics. These will involve a combination of Extended Tutorial/Short Course introductory material, authoritative technical reviews, contributed papers, workshops and panel discussions.

The CLEO/Europe-IQEC 2000 Gala Dinner will be held in the prestigious Hotel Negresco. The hotel's ever increasing fame has become a legend in the history of the Côte d'Azur, and in October 1974 the hotel was proclaimed a National Historic Monument. Renowned throughout the entire world, the Negresco has played an illustrious part in the star-spangled history of the Côte d'Azur. The hotel's restaurant the "Chante Cler" was awarded two Michelin stars in 1999.
Tickets for this dinner can be purchased at the price of euro 89 / FRF 580. Please fill-in the conference dinner section on the conference registration form page 127. Please note that there is a limited number of places, reservations are made on a first-come, first-served basis.
 
Conference Reception
All registrants are invited to attend the Conference Civic Reception to be held on Monday, 11 September at the Acropolis Terrace from 18.30 to 20.00.
 
Reception and Concert
In addition to the Gala Dinner and a Civic Reception, a concert is planned. For more information please see the Message Information Board in the Acropolis main entrance hall.
 
Technical Visits
Technical visits will be organised on Friday September 15, from 13.00 to 17.00 at the Sophia Antiopolis International Science Park. It will cover both academic and industrial research laboratories. The number of participants will be limited. More details and registration will be taken at the welcome desk during the conference.

The FULL FEE and One-Day registration fees include admission to all CLEO/Europe-IQEC 2000 technical sessions, tutorials and Tech-Focus sessions (on the day registered), and admission to the conference reception and technical exhibition. Cancellations
Cancellation Deadline 25 August 2000
Cancellations must be notified in writing to The European Physical Society. A letter requesting a refund should state the pre-registrant's name and to whom the cheque should be made payable. In the case of cancellations requested on or before Friday 25 August 2000, a refund of fees will be made, less the administrative charge (euro 46/FRF 300)
 
No refunds will be made if notice of cancellation is received after 25 August 2000.

Speaker and Presider Check-in Facilities
To ensure that the programme runs smoothly, and to time, all speakers and presiders are requested to report to the Speaker Check-in located in Gallieni 6 B (level 2).
In addition, presiders are asked to identify themselves to the audio-visual personnel in the meeting room at least 20 minutes before the session begins for a quick review of the equipment and procedures.

Employment Centre
A feature of the meeting will be an Employment Centre organised and maintained by the conference in Gallieni 1, level 2. The purpose of the Centre is to facilitate communication between the potential employer and candidate.
 
Employment Centre Fees
There is no charge to employers and candidates who are paid participants of the conference. Those who are not paid participants may take advantage of this service for a small fee of FRF 500 (FRF 200 for student visitors and exhibitors) which can be paid at the Employment Centre; fees allow unlimited access to the Centre.
 
Procedure
All employers and job seekers must register at the Employment Centre. The operation of the Centre is based on a common registration form for all employers. Employers should prepare a separate form for each position. A description of each position will be posted in the Employment Centre.
After registering, each employer and candidate will be assigned a number. The Centre operates only as a clearing house at the meeting. Forms from both candidates and employers are destroyed immediately after the meeting. There are no exceptions to this policy.
 
Interviews
Candidates may request interviews with the representatives of any employer. Candidates may place an abbreviated resume on file for inspection. Those not choosing to file a resume with the Employment Centre should have copies of a resume available to supply to employers when requesting an interview.
Employers may request an interview with any candidate whose resume is available for inspection.
 
Employment Centre Messages
Candidate-employer messages will be posted on a bulletin board using the assigned registration number rather than names. Thus it is important that employers and candidates register to be assigned a number.

From the station to the congress, take the city bus no 5 direction St Roch or no 4 direction Pasteur. You can also walk from the station to the Acropolis (20 minutes approximately).
 
Car Travel
Extremely well-equipped in tourist routes, the "department" of the Alpes-Maritimes has benefited in recent years from extensive roadworks connecting it in the best possible conditions with other neighbouring regions and countries.

Once you are in Nice it is easy to get around thanks to the many special passes and tickets which are available. Ask for a SunPass - 1 day available in the bus or 5 and 7 days available in most book shops and news agents.

Museum of Asian Arts
Designed by the Japanese architect Kenzo Tangé in the heart of Parc Phoenix, this museum made of glass and steel displays classical works, ethnic artefacts, costumes, accessories, utilitarian objects... and contemporary creations. Saint-Nicolas Russian Orthodox Cathedral
The cathedral is a beautiful harmony of red bricks, grey marble and colourful ceramics.
It contains precious icons, wood panelling and frescos .Open from 9.30 am to 12 am and 2.30 pm to 5 pm. Closed on Sunday morning. Bus 5-7-14-15-17
Parc Le Château
Park with panoramic views. Glorious garden offering panoramic views over scrambled rooftops and gleaming mosaic tiles of Vieux Nice, the yachts in the port, the promenade des anglais and the sea. Open from 9 am to 7 pm.
Promenade des anglais
Palm-fringed seaside esplanade. A swanky sea-side stroll, alongside extravagant buildings from the Art Deco facade of the Palais de la Méditerranée to the opulent Negresco Hotel. Save up for a coffee.

St-Paul-de-Vence and Grasse

A beautiful tour featuring the discovery of the hinterland of Eastern Provence and the extraordinary fortified village of Saint-Paul-de-Vence with its 16th-century walls still intact. Since the 1920s Saint-Paul has been a haven for movie stars (Yves Montand), writers (Jacques PrÈvert) and painters (Marc Chagall).
Allowing for time to wander through the village streets, you will discover many artisan boutiques and art galleries. You will then continue towards Grasse beautifully located at the foot of the Pre-Alps. In the 19th Century, this town became a fashionable winter resort following visits by Queen Victoria. It has been known for its perfumes since the 16th Century and you will be taken on a guided visit of a large perfume factory before returning to Nice.
 
The Old City of Antibes and Picasso Museum

A walking tour of the old town of Antibes, one of the most ancient cities in France. Its morning market is typical of the Provence region; the visit through the numerous back-streets will help you discover this fortified town where famous people once lived or simply visited - Guy de Maupassant, Victor Hugo, Jules Verne, Claude Monet, to only mention a few.
Visit to the Picasso Museum - one of the world's finest Picasso collections is housed in the Grimaldis Castle (13th -16th C), who were for many centuries the ruling family of Antibes. In 1946 Pablo Picasso used the castle as a studio and he left on permanent loan to the Museum his entire production of that time together with 200 of his most beautiful ceramics he later produced at Vallauris. The many artworks of that happy period in Picasso's life are displayed at the very place where they were originally painted.
 
The Grimaldis' Residences

The Grimaldis have been the rulers of Monaco since 1297; their influence can be seen all over the region and the aim of this tour is to discover their importance.
The tour departs from the Acropolis and follows the coast to Monaco via the Grimaldis' castles in Antibes and Cagnes. The first visit will take you to the Rock and the Prince's Palace, attending at 11.55 hrs the spectacular Changing of the Guard. Then lunch before continuing with the visit of the Cathedral, burial place of the reigning princes, the Wax Museum illustrating the Grimaldis' life and Saint-Peter's Chapel (from the outside only) - where Prince Pierre, father of Prince Rainier III and Stefano Casiraghi were buried - passing by Princess Caroline's villa.

Grasse, Perfume Capital

Leaving the Acropolis, the tour will take you to Grasse via the delightful village of Mougins, one of the gastronomic capitals of the Côte d'Azur, where you will be able to enjoy lunch in a typical inn of this old village. Since the 16th Century, Grasse is known world wide for its perfume industry and has thus become the perfume capital. Its Musé International de la Parfumerie is open since 1987. Sponsored by the town it covers 1500 square metres. There, you will discover a remarkable collection of bottles, boxes, beauty cases, documents and many other items reflecting the history of the perfume industry throughout the ages and throughout the world.
Any visit to Grasse would not be complete without a walk through the old town streets, its 12th-century roman cathedral and a guided tour of the Molinard perfume factory.
 
A Walking Tour - Eze Village
Thursday, 14 September - 9.00-16.00

A coach journey on the "basse corniche" (lower road) to the point of departure of the Friedrich Nietzsche way at Eze-sur-Mer.
Just as Nietzsche once enjoyed it, walk along the path offering splendid panoramic views up to the little bar for a rest and refreshments. Reach the village and discover a maze of old cobbled streets lined with real artisan boutiques. After lunch at Eze Village, a guided tour of the Parfumerie Fragonard will teach you all there is to know about the art of perfume making.
 
Vallauris and Biot

Departure for Vallauris, the city of the 100 potters, where pottery was made from an early age by the Romans who used the local clay. The arrival of Picasso in 1947 revolutionised the pottery craft industry. Picasso lived there with Françoise Gilot, Paloma Picasso's mother.
Visit to the Musée National de la Chapelle Picasso where the painter left a major work of art covering the entire walls and vaulted ceiling of this 12th century chapel, a former property of the Abbey of Lèrins' monks. In 1952, invited by the town council to decorate the chapel, Picasso at the age of 70, created this art piece in his Vallauris studio. The result is one of his most striking works which reminds us of "Guernica" in its expression of Picasso's horror of war.
The tour continues to Biot, a charming Provençal village known since ancient times for its large, earthenware jars used for the storage of oil or other ingredients which nowadays decorate the gardens of Provence. Then, visit to the Verrerie de Biot, blown glass factory, with demonstration by the skilled glass-blowers.
