Winter Topicals Conference 2008

14 - 16 January 2008 On behalf of the Topical Chairs, Organizing Committee and Program Committees, it is my great pleasure to welcome you to the first IEEE LEOS Winter Topicals. I am extremely happy that due to the great success of the IEEE LEOS Summer Topicals, the Topicals have found their entrance into Europe and I am sure will be as successful as the counterpart taking place in North America.
The LEOS Topicals Series are and have been gaining world wide recognition as a prime conference for discussing research and industry hot topics and networking with the technology leaders in their respective fields in a small and selected way.

The aim of this exclusive conference series is to bring together leading experts from research and industry, to provide a familiar atmosphere for discussing new, innovative and upcoming technology trends. The selection process for the Topics to be held is highly competitive as only 4 Topics can be chosen. LEOS is clustering the Topicals under an umbrella of a certain theme or a couple of themes rather than having a set of uncorrelated topics.
The theme for the first Winter Topicals is: Nonlinear Photonics. We believe that this will help to promote the conference even further and establish its image as the first class event.
The Topics are selected on the following criteria:
1. Importance and relevance of the proposed topic
2. Ability of the proposed organizers to put together a conference and attract a reasonable number of invited speakers and submitted papers
To substantiate the claim it is expected that the tentative organizers submit a detailed summary of the proposed conference which includes the motivation, scope of the event, key topics to be covered and an international set of co-chairs including their credentials.
The responsibilities of the committee members are to help attract submitted papers and are obliged to take part in the review process. Papers below threshold will not be accepted even in the case where room for these papers would still be available in the conference schedule. This we believe assures the high quality standard of the Topical Series!
I would like to take this opportunity to thank the Topics Chairs and Committee members who voluntarily invested their own time inviting speakers, selecting papers, and arranging their respective sessions. I would also like to express my sincere appreciation to the LEOS staff for their professional organization.
I would like to extend my thanks to the invited and contributed speakers, as their active involvement is the basis for the high quality of this conference series.
