Barry Shoop is Professor and Deputy Head of the Department of Electrical Engineering and Computer Science at the United States Military Academy at West Point. During his fourteen years at West Point, he has served in a number of leadership positions including Director of the Electrical Engineering Program and Director of the Photonics Research Center. Currently as Professor and Deputy Head he is responsible for an undergraduate academic department with over 70 faculty and staff supporting ABET accredited programs in electrical engineering, computer science, and information technology. He received the B.S. from the Pennsylvania State University in 1980, M.S. from the U.S. Naval Postgraduate School in 1986, and Ph.D. from Stanford University in 1992, all in electrical engineering. He is a Senior Member of the IEEE, a Fellow of both the Optical Society of America and the International Society for Optical Engineering, and a member of Phi Kappa Phi, Eta Kappa Nu, and Sigma Xi.

Position Statement: The position of IEEE Secretary is an important position on the IEEE Board of Directors: the Secretary serves as a member of both the Board of Directors and of the Executive Committee and, as such, is a member of the senior leadership team of the IEEE. The Secretary works closely with the other members of the Board of Directors to shape the strategic direction of the IEEE. The Secretary must have a thorough understanding of the operations of the IEEE, possess strong communication and leadership skills, and have a passion for our profession and our members.
As IEEE Secretary, I will endeavor to help shape the deliberations and decisions of the Board of Directors to bring value to the organization, our profession, and our members. I will work to ensure that complete and accurate information is available to inform and support the decision making process. I will apply my communication and leadership skills to help facilitate communication and collaboration amongst the IEEE leadership team. My experience in leading the transformation of the Regional Activities Board into the new Member and Geographic Activities Board and the renewed focus on the member will provide valuable insights as we finalize the transformation. As an active member of Section, Area, and Region leadership for the past twelve years and member of the IEEE Board of Directors for the past two years, I have gained a thorough understanding of the operations of the IEEE and have experience with Board-level processes and decision making. I will bring this experience to the position of IEEE Secretary.
I am passionate about my profession and am absolutely committed to improving our professional society and bringing value to our members. I am prepared to continue serving the IEEE in this new capacity and will devote the necessary time to ensure I am an effective IEEE Secretary.
