The following is a summary of noteworthy actions taken at the June Board Series meeting in Philadelphia last month.
The IEEE Board of Directors approved the following:
- Increasing IEEE base dues for all grades other than student for the 2008 membership year by US$3 and increasing the assessment for members residing in Regions 1-6 by US$1.
- A change in the name of the Regional Activities Board to the Member and Geographic Activities Board, to take effect in January 2008.
- The establishment of the New Initiatives Committee as a Standing Committee of the Board. This brings the number of standing committees to nine.
The IEEE Executive Committee approved the following:
- A contribution of US$13,000 to the IEEE Foundation to fund the IEEE Daniel J. Senese Memorial Scholarship at Piscataway High School, Piscataway, N.J., USA. This matching of donations from IEEE staff and volunteers to date will enable the permanent establishment of long-term funding of the scholarship. Further contributions from volunteers and staff will be encouraged.
- The 2007 Eric Herz Outstanding Staff Member Award was awarded to William Van Der Vort, IEEE Electron Devices Society.
**IEEE SEEKING NEW INITIATIVE PROPOSALS**
The New Initiatives Committee (NIC) is now seeking proposals for IEEE New Initiatives as part of its two new programs: Rolling Submissions and Seed Grants. The NIC encourages wide dissemination of the program guidelines across the enterprise, and will be meeting monthly, beginning in August, to review proposals. Immediate funding is available for proposals approved during the balance of the 2007 fiscal year.

The new IEEE Business Management System (BMS) is set to launch in August. IEEE began data migration on 30 June and is moving ahead on schedule. Due to this system upgrade, the following IEEE Rosters will not be updated during the month of August:

*Part II - Technical Activities Roster
*Part III - Geographic Roster
*IEEE Educational Activities Councils and Committees Roster
*IEEE-USA Committees and Boards
What this means to you:
During the migration period, postal and email address changes, and other changes to contact information, will be accepted from the Web applications and processed by IEEE staff, but will not be visible in the roster until late August. Officer Reporting after 30 June will continued to be accepted, but also will not be reflected in the roster until late August.
IEEE will offer online training for the updated SAMIEEE application (Analytics) beginning in late August. Please watch for additional information about these sessions.
To help reduce the increasingly large volume of unsolicited commercial email messages – commonly known as spam – being sent to ieee.org email addresses from outside sources, the IEEE UCE/spam filtering service will be changing from the current “opt-in” policy to an “op-out” policy.”
On 20 August 2007, a default spam filtering level, expected to reduce the volume of email sent to ieee.org addresses by 30 percent, will be applied to all IEEE email aliases. It is designed to filter out email that is extremely likely to be UCE/spam. In the past, this filtering service had to be individually activated by each user.
However, those who do not wish to have the default spam filtering level applied to their IEEE email alias can select to “opt-out” at https://uce.ieee.org and choose the “No UCE/Spam filtering” option, or select a more aggressive filter level. After choosing this option, click on “Set UCE/Spam Filtering Level” button to save the changes. If no action is taken by 20 August, the default spam filtering level will be activated. Subscribers can opt-out of the filtering service at any time.

**TRIAL OF IEEE SPECTRUM DIGITAL DELIVERY DEBUTS WITH JULY ISSUE**
IEEE Spectrum debuted an all-digital version in July which will be offered as an optional IEEE member benefit in 2008. The digital version of the magazine will be sent to current IEEE members via a monthly email alert in an introductory trial that will run through December 2007.
Members will continue to receive IEEE Spectrum in both print and digital formats until the end of the year. This trial will also be applied to the September and December print issues of The Institute.
At any point during the trial, subscribers can elect to opt into digital delivery only in 2008 by checking the opt-in link provided in the email alert. IEEE members who choose this option will no longer receive print copies of the publications. Those who do not opt into digital delivery for 2008 will continue to receive a print subscription. There are no plans to suspend the print edition, and members can elect to stop the introductory trial period at any time.
Members can view the digital publication by either downloading a PDF file or using the enhanced, browser-based edition. The browser-based edition includes a navigation bar to easily sort through content, a settings bar to customize the publication’s display, an enhanced search feature and the ability to forward an article or the entire issue to a friend or colleague via email.
**CALL FOR FELLOW NOMINATIONS**
Nominations are being accepted for the IEEE Fellows class of 2009. The rank of IEEE Fellow is the Institute’s highest member grade, bestowed on IEEE senior members who have contributed “to the advancement or application of engineering, science and technology.” The deadline for nominations is 1 March 2008.
Senior members can be nominated in one of four categories: application engineer/practitioner, research engineer/scientist, educator or technical leader.

**IEEE APPROVES SIX NEW PUBLICATIONS FOR 2008**
IEEE has approved six new publications for 2008. The list of new journal titles, which cover a wide variety of engineering and computer science topics, include:

**THE IEEE MENTORING CONNECTION™ SEEKS NEW MEMBERS**
The IEEE Mentoring Connection is seeking additional “online” mentors to help guide younger professionals in career planning and professional development. Mentor participation is open to all higher grade IEEE members.
The program is connecting members around the world. For example, currently a mentor in Florida is partnered with members in Hong Kong and China, and a mentor in Ireland is partnered with a member in Saudi Arabia. Other mentors in the United States are currently matched with individuals in Japan, Nigeria and India. A total of 854 mentees and 379 mentors have registered for the program to date. Since its inception, 166 mentor/mentee pairs have been established, with several other partnerships in the process of being finalized.
Potential mentors are asked to review the time and effort commitment to the program necessary to ensure a successful mentoring partnership. Currently, mentors are asked to dedicate a minimum of two hours a month.

IEEE members are now eligible for a 10 percent tuition discount on online courses offered by the Rochester Institute of Technology (RIT) by enrolling through the IEEE Education Partners program. RIT currently offers more than 45 certificate and degrees online, and has an office dedicated to supporting students enrolled in online programs.
Students taking RIT online courses are afforded all of the same functions of a traditional university including admissions, financial aid services, registration, tuition payment, a comprehensive library and a bookstore.

**DATA PROJECTOR LENDING PROGRAM TO BE DISCONTINUED**
Due to rising costs in support of this program measured against its limited use, a decision has been made to eliminate the IEEE Data Projector Lending Program at the close of the 2007 calendar year.
Requests for projectors ordered prior to 7 June 2007 will be honored; however, no future orders will be accepted. The projectors, which are owned by the IEEE Communications Society, will not be available for loan in future.

The IEEE, its members and its products and services are mentioned frequently in journalists’ reports on technology and the engineering profession. Here are just a few recent references.
July 2007 – MEMBERSHIP MANAGEMENT REPORT – The IEEE was highlighted in a story which detailed the benefits of allowing association members to update their contact information online. “Of IEEE’s 370,000 members, roughly one-third of members change something in their records annually and 30,000 members access the update profile application monthly,” stated Cecilia Jankowski, Managing Director, Regional Activities, in an interview with the publication.
25 June – PC WORLD – The Wi-Fi Alliance launched an action plan to initiate certification testing of gear based on a draft version of the IEEE 802.11n standard, as reported by the publication. According to the article, “The industry group that popularized wireless LANs expect 802.11n Draft 2.0 products with its seal of approval to be on the market before September. 2 June – HONOLULU STAR-BULLETIN – The IEEE International Microwave Symposium was previewed by the publication. The largest event of the year booked at the Hawaii Convention Center, according to the article, the conference attracted over 10,000 attendees to “showcase the latest in microwave technology.” Wayne Shiroma, one of the conference organizer stated one of the reasons Hawaii was chosen was “its proximity to Asia’s expanding microwave market.” To read the full story, http://starbulletin.com/2007/06/02/business/story05.html.
