The IEEE LEADERSHIP WIRE is a report for top-level IEEE volunteers about IEEE affairs and organizational information. It is intended specifically for members of the IEEE Board of Directors, key Board committees and the six major operating boards. The newsletter is sent the first week of each month.

**VOLUNTEERS AND STAFF REQUIRED TO SIGN PRINCIPLES OF BUSINESS CONDUCT COMPLIANCE CERTIFICATE**

In November 2007, the IEEE Board of Directors adopted the IEEE Principles of Business Conduct (PoBC), which requires that a compliance certificate be submitted each year by all volunteers and staff with decision-making authority.  A signed form is also required from non-members and others who do business with, or on behalf of, IEEE.  

Details about the PoBC and the certification form are provided at http://www.ieee.org/go/pobc.  Everyone who is required to complete the IEEE Conflict of Interest Disclosure (COI) Statement form must also complete the PoBC form, annually.   

Volunteers may submit the PoBC and COI forms via the Web at http://www.ieee.org/go/coi. Alternatively, the forms may be returned by e-mail, fax or surface mail to your assigned departmental coordinator.  (A list of coordinators can be found at http://www.ieee.org/go/coi/coordinators.)  COI forms are to be completed and submitted no later than 30 January.  PoBC forms must be submitted by 31 March.  

Anyone who has already submitted the COI form for 2008 will only need to return the completed Principles of Business Conduct Compliance Certificate by the 31 March due date. 

The establishment of IEEE’s Principles of Business Conduct is consistent with both nonprofit and for-profit best governance practices.  With submission of the certificate, individuals confirm that they have read these Principles and will adhere to the standards described therein.   Non-compliance with this reporting requirement could subject individuals to disciplinary action that could result in removal from their volunteer position or termination from their staff position.

**IEEE WOMEN IN ENGINEERING MAGAZINE DEBUTS**

IEEE Women in Engineering (IEEE WIE) Magazine, a new publication that will be issued twice a year to IEEE WIE members, has launched its premiere issue. The publication, sent as an interactive PDF file which enables easy navigation through the different sections of the magazine, aims to help attract, retain and sustain women in the engineering and science fields.  Its articles integrate engineering subjects with current issues facing society including careers, health care, medicine, law, governance and women’s issues. A print edition will be produced for distribution at symposiums and other events throughout the year.

IEEE WIE currently has over 12,000 members worldwide, with over 176 affinity groups – the largest international professional organization dedicated to promoting women engineers and scientists.  Karen Panetta, 2008 IEEE Women in Engineering Committee chair, serves as editor-in-chief.

**INTEL CHAIRMAN EMERITUS GORDON MOORE TO RECEIVE 2008 IEEE MEDAL OF HONOR**

Gordon E. Moore, chairman of the board, emeritus, at Intel Corporation, has been named as the recipient of the 2008 IEEE Medal of Honor. Moore will be presented with the award 20 September 2008 at the IEEE Honors Ceremony to be held in conjunction with the IEEE Sections Congress.  He is widely known for “Moore’s Law,” which predicted that the number of components the industry would be able to place on a computer chip would double every year. Moore was selected “for pioneering technical roles in integrated-circuit processing, and leadership in the development of MOS memory, the microprocessor computer and the semiconductor industry.” To review the full list of 2008 IEEE Medal recipients, visit the IEEE Awards Web site.

**IEEE TECHNICAL FIELD AWARD NOMINATIONS DEADLINE 31 JANUARY**

**MATERIALS MUST BE UPDATED TO REFLECT NAME CHANGE OF IEEE REGIONAL ACTIVITIES TO MEMBER AND GEOGRAPHIC ACTIVITIES**

Due to the recent name change of IEEE Regional Activities to IEEE Member and Geographic Activities (MGA), all previous references to the group must be updated in online and other materials. The change in name represents a change in the board’s organization and a new focus on membership and member development.

The governing body should be referred to as Member and Geographic Activities Board, or MGA Board. The department/staff should be referred to as Member and Geographic Activities Department or MGA Department.

**IEEE FOUNDATION ANNOUNCES 2008 APPLICATION DEADLINES**

The IEEE Foundation is accepting grant applications for new and innovative projects for 2008. Unsolicited applications will be accepted in cycles from IEEE units and other organizations working in areas of relevance and importance to the IEEE and its membership.  Projects should achieve one or more of the following objectives:

  • Improve primary and secondary science, technology, and math learning
  • Encourage pre-university students to consider engineering as a career path
  • Increase the public’s understanding of the role of engineers and technology in society
  • Preserve the history of IEEE associated technologies
  • Tap the technological expertise of IEEE members
  • Demonstrate ability to be replicated

Application deadlines:

  • 18 April 2008 for June Meeting
  • 5 Sep 2008 for November Meeting

**IEEE TECHNOLOGY MANAGEMENT SOCIETY CHANGED TO IEEE TECHNOLOGY MANAGEMENT COUNCIL**

Effective January 1, 2008, the name of the IEEE Engineering Management Society was changed to the IEEE Technology Management Council (TMC).  All IEEE Engineering Management Technical Chapters have been renamed IEEE Technology Management Chapters. For example, the IEEE Buffalo Section Engineering Management Chapter is now the IEEE Buffalo Section Technology Management Chapter.  The group will continue to publish Transactions on Engineering Management, the Engineering Management Review, and Engineering Management, the society’s newsletter.

**DEADLINE FOR FELLOW NOMINATION SUBMISSIONS 1 MARCH**

The deadline for submitting nominations for the Class of 2009 Fellows is 1 March, 2008.  Eligible Senior members can be nominated in one of four categories: research engineer/scientist, educator, technical leader or the recently added category of application engineer/practitioner. Nominee eligibility requirements, nomination instructions and forms may be found on the IEEE Fellows Web site. Questions about the nominations process can be sent to fellows@ieee.org.

** 2007 IEEK-IEEE JOINT AWARD FOR YOUNG ENGINEERS/SCIENTISTS PRESENTED TO PROFESSOR SUNGHYUN CHOI**

IEEE Senior member Sunghyun Choi, associate professor at the School of Electrical Engineering at Seoul National University, Korea, was presented with the 2007 IEEK-IEEE Joint Award for Young Engineers/Scientists at a ceremony last month.  The award, presented annually by IEEE and the Institute of Electronic Engineers – Korea, was presented to Choi “for his outstanding impact and contributions to telecommunication technology and the economic competitiveness of Korea.” 

**SCITOPIA.ORG ADDS FOUR NEW SOCIETIES**

Four new societies – Royal Society, UK; Royal Society of Chemistry, UK; Audio Engineering Society, U.S.; and IMechE, UK  – have recently joined scitopia.org, bringing the number of participating societies to 19. Scitopia.org is a free search portal created by the IEEE along with other leading science and technology societies. It enables users to search the complete digital libraries (over 3.5 million documents spanning more than 350 years) of the leading publishers in major science and technology disciplines. **IN THE NEWS**

The IEEE, its members and its products and services are mentioned frequently in journalists’ reports on technology and the engineering profession. Here are just a few recent references.

28 December – BANGLADESH DAILY STAR – The 10th International Conference on Computer and Information Technology which addressed the importance of education in the competitive global IT market, was discussed by the publication. According to the article, IEEE Bangladesh chapter chair Quazi Deen Mohammad Khosru “hoped the conference would play a vital role in enhancing the state of science and technology education and research in the country.” Read the full article.

20 December – USA TODAY – IEEE Fellow and Auburn University electrical engineering professor Mark Nelms was quoted in a story that discussed the emergence of the use of energy-efficient LED bulbs in holiday decorations. The interview, arranged by IEEE Corporate Communications, included Nelms’ explanation on why the bulbs save energy. Read the full USA TODAY article.

13 December – THE WALL ST. JOURNAL.COM – A posting in the “Informed Reader” online section of the publication which discussed the December 2007 IEEE SPECTRUM article on the safety of taser (“stun”) guns inspired several comments posted by WSJ.com readers.  Read the online postings and the IEEE SPECTRUM article.
