How to Prepare Grant Proposals on Behalf of IEEE

  1. Develop the proposal Idea
    • What is the project and what will it accomplish?
    • Why is the project needed?
    • What are the goals and objectives?
    • Who will benefit?
    • When will the project occur?
    • How will the results be measured?
  2. Identify funding agency
  3. Follow the funding agency's proposal guidelines
    • Read the guidelines carefully
    • If possible, review proposals funded in the past by the agency
    • Find out about the proposal reviewers
  4. Begin writing the proposal
    • Make the proposal easy to read by using headings, sub-headings, and graphics
    • Use font size and margins prescribed by the funding agency
    • Provide a table of contents (required by some granting agencies)
    • Keep the proposal as brief as possible, avoid overkill
    • Be sure to include all references and footnotes
  5. Ensure the proposal flows logically from the problem to the objectives to the budget
    • Include information about the IEEE, assume the reader has no knowledge of IEEE
    • Gain the reader's attention, use words and titles that emphasize benefits to people
    • Be sure the reader clearly understands the urgent need for the project before presenting the solution
    • Use facts and professional opinions to prove your case
  6. Prepare the proposal budget
    • Identify expenses to be charged to the project
    • Prepare a budget justification document
    • Include IEEE's Indirect Cost rate of 8%
    • Determine if program income is associated with the project - will any income be earned by the IEEE as result of this project from sales, fees, etc.
    • Identify cost sharing if required by funding agency
  7. Ask others to review the proposal
  8. Send the proposal to IEEE Development Office for review, approval, and submission
