Professor Dr. El-Hawary has a B.Sc., University of Alexandria, and a Ph.D. in Electrical Engineering, University of Alberta. He taught at COPPE, Federal University of Rio de Janeiro, and Memorial University of Newfoundland. He is a Fellow of the Canadian Academy of Engineering, and the Engineering Institute of Canada. He received the Engineering Institute of Canada’s Canadian Pacific and the Julian C. Smith Medals. He is Founding Editor, Power Letters, Power Engineering Society, is Associate Editor for two Power Systems' Journals. He authored ten textbooks and monographs, is Editor of the IEEE Press Power Engineering Series, and Electrical Power Engineering, McGraw-Hill Encyclopedia of Science and Technology. He consults frequently for utilities and governmental organizations and taught over 100 professional development offerings in numerous parts of the world. He is a distinguished lecturer for the Power and Energy and Industry Applications Societies, and IEEE Canada. Professor
and Director Dr. Saifur Rahman is the Joseph R. Loring professor of electrical and computer engineering and the founding director of the Advanced Research Institute at Virginia Tech. He is a Fellow of the IEEE, and a PES distinguished lecturer. He holds the BS degree in electrical engineering from Bangladesh University of Engineering and Technology, having graduated in 1973. Additionally, he received an MS in electrical sciences from State University of New York at Stony Brook in 1975. He received his Ph.D. in electrical engineering from Virginia Tech in 1978. Saifur Rahman served as a program director in the Engineering Directorate at the US National Science Foundation from 1996 to 1999. He served as a research scientist at the Tokyo Electric Power Company, Japan in 1992-1993, and worked at the Brookhaven National Laboratory and Carolina Power and Light Company, and consulted for the United Nations, the World Bank and the Asian Development Bank. Statement – IEEE is a superb organization offering intellectual property, and platforms for knowledge development and knowledge sharing among the members of academia, industry and government globally. As Division VII Delegate-Elect/Director-Elect I will work with division and region directors and the IEEE Board of Directors to develop business models for specialized conferences and publications to promote the development of new systems and technologies in power and energy. These can then be replicated by other disciplines covered by IEEE. Since the mid-90s, I have served as major committee chairs on three IEEE boards, namely Education Activities (EAB), Technical Activities (TAB) and Publication Services and Products (PSPB). In 2006, I served as PSPB vice president, and a member of the IEEE Board of Directors. In 2008, I am serving as vice president for New Initiatives and Outreach for PES, and a member of this society’s governing board. If elected, coming from the ranks of PES, this will give me the opportunity to test many of these models within PES first, and then migrate them to other organizational units within the Institute. |

Manager Born in Panama, received BSc in EE/ME from University of Panama (1982) and MSc in EE from UT Arlington (1983). In 1979 he joined IRHE, Panamanian electrical utility, as Student Assistant and later as Planning Engineer. In 1990, he became Chief of T&D Planning, responsible for system expansion plans. In 1992, he joined PCC, a US Government Agency responsible for operation of the Panama Canal; later transferred to the Panamanian Government (1999). He worked at the Engineering and Electrical Divisions, and currently in the Energy Division as Section Manager. He provides services as consultant for transmission, distribution and generation projects; electrical design for residential, commercial and industrial installations. He also worked as part-time professor at Panama Technological University. He has papers on power systems expansion plans, protective relaying interconnection schemes, distribution protection, O&M Strategies, and others, presented in major conferences in Latin America and US, and published in technical magazines. IEEE Accomplishments – During most of his 28 years as an IEEE member, Mr. Tejera served as a volunteer in the Panama Section, Region 9, IEEE Committees and especially in PES. In the Panama Section he served as Treasurer, Secretary, Vice-Chair and Chair, and other section committee positions. For his dedication, the Section rewarded him with the highest section recognition for volunteers. At the CAPANA Council he held positions in the Council Board and his work has also been recognized by the Council. During 2005-2007, he served on the IEEE N&A Committee as Member-at-Large. In Region 9 he served as RSAC as well as TA Chair, and was recognized with the highest award for volunteers in the Region. In PES he served as Chapter Chair, R9 Chapter Representative and since 2004, as Vice-President for Membership/Chapters Activities. For his work, he received the PES Region 9 Outstanding Engineer Award as well as the Panama Outstanding Chapter Engineer award. Under his leadership as PES VP, Chapter activities, formation of new PES chapters formation has increased and membership has maintained constant growth. Chapters have met periodically in all regions and training was provided to chapter Chairs in order to provide better service to the membership. Statement – As Division VII Delegate-Elect/Director-Elect, I will work to improve IEEE-PES relationship in order to enhance the benefits offered to our membership by giving high importance to PES activities. I consider myself well qualified to carry out PES initiatives and goals intended to improve the service to our membership. During my many years in several IEEE and PES committees/positions I have connected directly with our members, and listened to their needs and expectations. PES has established goals to reach out for new and emerging technologies and also to expand our coverage to a real global participation. Furthermore, I believe that the future of humanity relies on the proper use of our resources and PES, as one of the major providers of technical information in Power & Energy, and has to lead the way to achieve a better future. I totally concur with this vision and, with our members’ support, I would like to have the opportunity to work on and promote these initiatives representing PES at the IEEE Board level. |
