Jim Jefferies worked at AT&T and Lucent Technologies for 33 years in engineering and executive positions including fiber optic cable development and manufacturing, Quality Assurance, and Supply Chain Management.  Early interests were in control systems and testing.  He managed the engineering teams that designed the first full scale manufacturing processes for fiber optic cables at AT&T transferring glass technology from Bell Laboratories.  In quality assurance he emphasized reliability modeling supporting build quality.  As logistics vice president, he focused on the competitive strength of distribution operations as well as export of US built products.  He also worked in the entrepreneur sector for USBuild.com in San Francisco.

He received his BS in Electrical Engineering from the University of Nebraska in 1968 and MS in Engineering Science from Clarkson University in 1975.  He attended the Stanford University Graduate School of Business as a Sloan Fellow and completed an MS in Management in 1987.

IEEE Accomplishments – As an IEEE volunteer I have maintained a focus on programs since value begins with deliverables.  New and innovative programs keep interest in IEEE and promote expanded volunteerism.  Programs that focus on Entrepreneurship, Public Policy, and new student activities are the seeds that help to make IEEE relevant to the membership.  I have also encouraged participation in local government and use of survey tools to engage the membership. I have served as a Professional Activities Chair, Section Vice Chair, Section Chair, Region Government Activities Director, and IEEE-USA Vice President for Professional Activities.  I have been active on committees for R&D Policy, Government Activities and Entrepreneurship. Working with others, we did a first time Tech Week event, maintained membership in the local Chambers of Commerce, expanded focus on public policy, and opened events to the general technical community.  I have also maintained a Section level focus on pre-college education with chapter incentive programs, local scholarships, and support for pre-college activities.  I have worked to connect the Section to the Region, Section to local chapters with joint events, and expand member participation in national level activities.

Statement – The Region is uniquely positioned to provide linkage for members to the regional, national, and international stature of IEEE.  Every successful event should be viewed for how it can become a transferable training module.  We need to make IEEE membership continuously attractive as members move from student all the way to life member with focus on critical transition points such as student to member and the communications needs at those points.  A matching services continuity plan will give opportunity for participation to every member who has an interest.  The Region should be the driving force in effective goal setting and incentives to Sections for activities like student connection, career programs, and government activities. The online community should be streamlined for ease of use.  We need to create the most value for members within the relationship between academics (including student chapters), technical chapters, and industry.  I would like to make Region 5 a leading implementation force and to have every Section report that it is better today than last year and sees an improving future.

Rich, born in Pennsylvania, received his BSEE from Penn State in 1976. He worked after graduation until 1984 at Link Flight Simulation in Binghamton, NY at various systems and computer engineering positions building many historic flight simulators. Rich joined Gould Computer Systems in 1984 working in various positions developing software and OS kernels, special projects, deploying its UNIX products and provided high-level support to the field sales and customers. In 1993 Rich left Gould founding Painter Engineering, Inc. as VP. Rich develops custom software, performs software and hardware reverse engineering, patent and software analysis, benchmarking, testing, networking, real-time transaction processing, and produces amateur radio communications products. In 2008 he formed Painter Engineering Software, Inc. to produce high-performance math libraries for embedded systems.

IEEE Accomplishments – For 22 years I devoted significant time to the EAB first as an ABET technology evaluator, then 8 years on CTAA where I was a committee member, assignment coordinator, evaluator instructor and program evaluator. I created new processes, computerized the assignment process, wrote training manuals and significantly enhanced the charter. I received the Meritorious Service Award for these efforts. I have since 2003 led our Section’s efforts in revitalizing our student branches and precollege activities. I have mentored our student branches and numerous IEEE-sponsored high school technical and professional events to encourage students to become engineers.  Recently, I organized Section and Region sponsorship of and mentored the new USFIRST.ORG robotics competition team formed within Coronado High School’s Technology program. My significant efforts have resulted in a dramatic increase in interest and participation in the school’s technology program and awareness of student engineering activities within the community. I continue to coordinate activities and meet with other local professional technical organizations for high school activities. Currently, I am developing a relationship with Challenger Learning Center of Colorado and Colorado Science, Technology, Engineering and Math (STEM) Network for our Section and southern Colorado to provide coordination, support, mentors and technical requirements.

Statement – I will enhance our Region’s programs benefiting our members and community:

  • Increase support to Employment and Services for job loss, career and employment changes
  • Broaden implementation of Teacher-In-Service Programs
  • Raise awareness and relevance of IEEE with employers, government and educational institutions
  • Increase emphasis on Green Technology conferences and community awareness of energy issues and policies
  • Increase student membership and create more student branches

I will create new programs that:

  • Bolster member volunteerism in Sections and the Region
  • Increase participation in precollege STEM programs with formalized activities and relationships

I strongly support IEEE-USA as a separate organization promoting US-based professional issues and governmental policy matters affecting our members.

Regional directors are members of the IEEE Board of Directors and delegates to the IEEE Assembly. The IEEE Board of Directors governs the IEEE corporation. I have many years of experience serving on boards and running companies. I will represent the Region members’ interests on the Board and actively participate in the governance of the IEEE to further its mission and promote global sustainable development.
