Dr.
Eastwood’s IEEE and IEEE-related
activities focus on standards, at both the
technical and policy levels (see IEEE
Accomplishments).
Dr.
Eastwood has twenty-four years of career
experience in industry and ten more as a
university engineering professor.
Currently at Motorola, Schaumburg IL, he is
Director, Standards Strategy, Corporate
Technology Organization. Previously,
he was a telecommunications switching systems
manager and engineer at AT&T Network
Systems and Bell Laboratories, Naperville
IL. Before AT&T, he was a
professor of Electrical Engineering at
Washington University, St. Louis MO. While
there, he also co-founded the Department
of Engineering and Public Policy; co-directed a
research center; and consulted to industry and
government in optical, satellite, and
cable technology and in telecommunications
policy. In 1973, Dr. Eastwood earned
the Ph.D. degree in Electrical Engineering
(Communications Systems) from Princeton
University. In 1970, he received
Master’s and Bachelor’s degrees in
Electrical Engineering from the
Massachusetts Institute of Technology.
IEEE Accomplishments
– Dr. Eastwood first joined the
IEEE in 1972 and the Standards Association
(SA) in 2004. He has been a
technical contributor in the IEEE 802
LAN/MAN Standards Committee since 2003, as a
voting member of both the IEEE 802.16 and
802.21 Working Groups. He contributes
technology to develop broadband wireless
communications network standards.
Furthermore,
Dr. Eastwood leads international
policy-level activities related to the IEEE SA
through the American National Standards
Institute (ANSI), IEEE SA’s
accreditor. Since 2002 he has been
Chair of ANSI’s Asia-Pacific Regional
Standing Committee, a member of
ANSI’s International Policy Committee,
and a Trustee of the ANSI International
Fund. In this work, he
leverages long-standing professional interests
in international standards and trade
policy, as well as his business experience in
China since 1985. Additionally,
since 2000, Dr. Eastwood has been on
ANSI’s Board of Directors,
ANSI’s Company Member Forum, and the ANSI
Board’s Finance and Nomination Committees.
Statement
– As a member of the IEEE SA Board
of Governors (BoG), I will lead the
launching of new initiatives to maximize global
adoption of the standards we
develop. Everyone investing time and money
in IEEE SA standards development wants to
see global acceptance of the resulting
specifications. In pursuit of this goal,
IEEE SA welcomes participants in standards
development from around the world. The
wider the acceptance, the larger the
market. Yet there are obstacles to
full global adoption of IEEE standards. In
particular, some countries pursue
industrial policies that favor national
standards, based on domestically-developed
technology, over international standards
such as IEEE’s. The BoG must focus
on this issue for the good of all its
members. I will bring to the SA BoG an
extensive track record in international
standards and in trade policy.
Senior
Technical Architect Hewlett-Packard Company Cupertino,

Steve
Mills has worked at Hewlett-Packard Company
for 25 years in the research and development
of products for the computer and
telecommunications industries. Mr. Mills
is currently Senior Technical Architect in the
Industry Standards Program Office where he
leads HP’s participation in industry
consortia and standards development
organizations. Prior to moving into the
Standards Program Office, Mr. Mills managed an
R&D team responsible for the development
of hardware, operating systems and middleware
of continuously available platforms for use in
the telecommunications industry. Mr.
Mills also spent several years as manager of a
research team composed of business and
technology professionals performing mid-range
market and technology research. Other
contributions include: the development of
networking products for HP's commercial
servers, launching of the HP OpenView network
management program, and the development of the
strategy to move HP servers to a standards
based I/O subsystem architecture.

IEEE Accomplishments
– During my three years as Chair of the
Standards Association Standards Board I have
worked with both the Standards Board and Board
of Governors to improve our policy and process
in the areas of intellectual property,
anti-trust, dominance, ethics and improved
transparency through open disclosure of
affiliations.
I
have worked actively internationally to assist
with the international adoption of our
standards and improve our global
visibility. Recognizing the importance
of having a solid international strategy I
assisted in an effort to produce the initial
international strategy, which subsequently was
adopted by the Standards Association as the
basis for moving more aggressively on the
international front.
I
have been involved in the development of the
Standards Association’s corporate
membership program and entity standards
development activities since the very early
stages of this new program. In these early
stages we developed the initial P&Ps for
entity based standards development. In
2004, after more than a year of planning we
launched the Corporate Advisory group to guide
the activities of corporate membership in the
Standards Association.
I
feel fortunate to have had these opportunities
to serve the IEEE and look forward to
continuing my involvement as a member of the
Board of Governors.
Statement
– The IEEE is an internationally
recognized source for high-quality standards
that are both technically and market
relevant. As a member of the IEEE-SA
Standards Board, I have worked to ensure that
this reputation is maintained with a fair,
open development process that is efficient and
streamlined.
As
Standards Board Chair we have addressed
challenges to our standards in the international
arena; as well as, within our own standards
development committees. To address these
challenges we have worked diligently to build
and strengthen our relationships with the
International standards organizations; ISO,
IEC, ITU and ISO/IEC JTC 1 and regional
standards developers on a global scale.
Additionally, we have developed improvements
in our policy in the areas of intellectual
property rights, process transparency, ethics
and antitrust.
As
a member of the Board of Governors, I will
continue this work to ensure that the
IEEE’s reputation for open, high
quality standards remains strong.
