Publication Process

 Proceedings of the IEEE

Regular Papers

Papers are classified as invited or contributed. An invited paper is initiated by an editorial board member of Proceedings, in the form of a suggestion of a particular topic to a specific individual. A contributed paper is unsolicited.

In both of these cases, the author provides a proposal and it is reviewed by members of the editorial board. All authors (whether invited or unsolicited) then submit their papers to Manuscript Central, where it undergoes the peer review process.

Special Issues

The editorial board suggests topics for all special issues, as well as guest editors in the area of expertise of the special issue. Guest editors are asked to provide a brief proposal containing authors and topics for papers. After the proposing guest editor receives final editorial board approval, the special issue project is begun.

All paper submissions and reviews are handled on Manuscript Central. Most special issues take 18 to 24 months to develop. Guest editors are contacted by the editorial office on a regular basis, regarding status and progress.

A special section is developed in the same way, but contains fewer papers.
