Program Details



Sponsored by the IEEE Member and Geographic Activities Board - IEEE Sections Congress 2008 will be held 19 September through 22 September 2008 in Quebec City, Quebec, Canada. Over 1,000 attendees from over 300 IEEE Sections will attend and participate in this event.   

The event will consist of the following components:

Core Track Training:

  • On Saturday morning, 20 September, the Core Training session on the MGA transformation will be held to highlight the implications of the transformation to the Section leaders’ everyday activities. Following this session, smaller breakout sessions (45 minutes each) will take place to explain how the transformation affects strategic and operational planning, financial management and leadership development. 

Breakout Sessions:

  • 6 breakout sessions will be held over the weekend. Each session will last 1hr 15 minutes. In each session, up to 10 individual breakout sessions will be conducted. These are the elective session that the attendees can attend based on their interest. Most of the sessions will be held multiple times during the 2 days to ensure that the individuals can attend as many sessions as possible. Prioritization of Recommendation:

  • The highlight of every Sections Congress is when delegates develop and vote on recommendations that IEEE will address in order to best serve the needs of its members.  Sections Congress 2008 will start with individual Region Caucuses, resulting in four issues or recommendations from each Region being forwarded to the Congress participants for consideration.
  • All recommendations will be reported to the Congress and grouped into Issue Caucuses. The Issue Caucuses will take place on Sunday afternoon. IEEE volunteers and staff, as well as delegates, may participate in the forums to provide background or supporting information related to the issue. Individuals may attend an Issue Caucus of their choice and help turn the issues into well-formed recommendations for consideration by the Congress. Up to 20 recommendations will be considered and prioritized by Congress vote on Monday. The Congress will then announce the top 10 recommendations in priority order and the remaining recommendations as a pool.

IEEE Presidential Panel

  • On Sunday morning, 21 September, Joseph V. Lillie will moderate an IEEE Presidential Panel. Using the MGA mission, the session theme will be to Inspire, Enable, Empower and Engage IEEE members. The panelists, all IEEE Presidents—Past, Present and Future—will explain why they joined IEEE and the impact participating in IEEE has had on their careers.

Opening and Closing Ceremonies

  • The opening ceremony on Friday night will include a keynote speech by Ibrahim Gedeon, Chief Technology Officer, TELUS.  Following this all attendees will be invited to ”A Night at Le Cirque”.
  • The closing ceremony on Monday morning,  in addition to the voting on the proposed recommendations, it will will include a keynote speech by Denis Poussart from Laval University and remarks from the IEEE President.

IEEE Honors Ceremony

  • On Saturday evening, all attendees are invited to the IEEE Honors Ceremony.  The Honors Ceremony recognizes exceptional contributions that have made a lasting impact on technology, society, and the engineering profession. The program honors achievements in industry, research, education, and service.
