As of 23 January 2007, all
passengers, including U.S. citizens,
traveling by air to and from Canada must
have a valid passport. This
new requirement will also affect certain
foreign nationals who
currently are not required to present a
passport to travel to the
United States. Most Canadian
citizens, citizens of the British
Overseas Territory of Bermuda, and
Mexican citizens will be
affected by the implementation of this
requirement.

Application Process:
Some IEEE Sections
Congress 2008 participants who live
outside Canada must apply
for a visa to enter Canada. The
application is made to the
Canadian Visa Office responsible for
your area. Consult the
relevant visa office regarding accepted
methods of submitting
applications (for example, general mail,
in person, by courier, etc.)

Advanced planning by
travelers is critical, including these
planning steps:
- As soon as travel to
Canada is contemplated, travelers
should determine
whether or not a visa is required.

for a list of countries that require
a visa to visit Canada as
well as a list of countries that are
exempt from the visa requirement.
- After identifying
that a visa is required, travelers
should look to the
Citizenship and Immigration Canada
under Visas
and Immigration/Visiting
Canada for
information on the application process.
- A “Letter of
Invitation” is supplementary
information that
explains a visa applicant’s
intended purpose of travel to
Canada. Visa officers
look at the totality of an
applicant’s personal
situation in determining visa
eligibility, and visas are granted
on a case-by-case basis. Supporting
documents such as a “Letter
of Invitation” are often
useful but are not decisive in
determining an applicant’s
eligibility. Mere possession of a
Letter of Invitation" does not
guarantee that the holder will
receive a visa. For a formal "Letter
