Open Access
Many authors in today’s publishing environment want to make their research freely available to all reader communities.

To help authors gain maximum exposure for their groundbreaking research and application-oriented articles, IEEE offers three options for open access (OA) publishing—Hybrid Journals, a Multidisciplinary Open Access Mega Journal, and fully Open Access Journals—all designed to meet the varying needs of our authors throughout their careers. Language Services
Refine the language in your manuscript by using an English language editing service before submission.
What are editors looking for?
When selecting a target publication and writing your article, keep in mind what editors are looking for:
  • Scope: does the manuscript's topic fit in the publication?
  • Validity: are the reported methods and rationale valid and accompanied by appropriate supporting data and references?
  • Novelty: is this original material distinct from previous publications?
  • Clarity: are the ideas expressed clearly, concisely, and logically?
  • Interest: will the publication's readers want to read it?
  • Compliance: are all submission requirements met?
Selecting your target publication
Below are a few suggestions for identifying your target journal. Remember that an article can be submitted to only one publication at a time.
  • Get customized recommendations for your article from the IEEE Publication Recommender tool
  • Conduct a keyword search on IEEE Xplore® for a list of publications with similar content
  • Look at the publications cited in your reference
  • Talk to colleagues and co-authors
  • Read the Aims & Scope of your potential targets to ensure your manuscript is a good fit; Aims & Scope can be found in the About tab of the journal homepage on IEEE Xplore

Preparing Your Manuscript

File requirements
IEEE publications accept Adobe PDF or Microsoft Word DOC file formats for initial submission. Check the requirements of your target publication by visiting the publication's homepage on IEEE Xplore, clicking the About tab and then clicking on Additional Information. If your submission is accepted for publication then you will be asked to upload a final version of your paper before publication.
Graphics and multimedia

IEEE accepts PS, EPS, PDF, PNG, or TIF formats for graphics. Most graphics are published at one column width (3.5 inches or 21 picas wide) or two column width (7.16 inches or 43 picas wide). Use the IEEE Graphics Checker Tool to check your graphics before submission.

IEEE accepts audio multimedia files in AIFF, AU, MIDI, MOV, MP3, RA, and WAV format. Video multimedia files may be in ASF, WMA, AVI, GIF, MPEG, or MOV format. Datasets are typically provided in compressed format in TAR.GZ, TAR.Z, HQX, SIT, or ZIP format.

Article Templates
IEEE provides article templates for all IEEE journals in Word or LaTeX format. In addition to helping you format your manuscript, the templates also contain additional information on publishing with IEEE.
IEEE Collabratec™
IEEE Collabratec, a cloud-based hub for scholarly collaboration, features close integration of authoring and productivity tools with a networking community dedicated to technology professionals. Streamline the authoring process by taking advantage of offerings in IEEE Collabratec such as:
  • Virtual Private Groups to facilitate teamwork, share documents, and post messages to other group members
  • Seamless real-time authoring tools in Microsoft, Google, or LaTeX formats
  • Personal cloud-based document library with powerful document and reference management capabilities
  • Topical or geographic communities where users can participate in discussions, share links, and ask questions of other community members or IEEE staff; the IEEE AuthorLab, focusing specifically on IEEE periodical authors, is especially helpful
  • Connect and network with technology professionals around the globe

All IEEE journals require an Open Researcher and Contributor ID (ORCID) for all authors. ORCID is a persistent unique identifier for researchers and functions similarly to an article’s Digital Object Identifier (DOI). ORCIDs enable accurate attribution and improved discoverability of an author’s published work. The author will need a registered ORCID in order to submit a manuscript or review a proof in an IEEE journal.

ScholarOne Manuscripts
ScholarOne Manuscripts, an online manuscript submission and management system, is used by most IEEE periodicals. The ScholarOne Manuscripts Author Guide (PDF, 1.7 MB) provides an overview of the system. Any specific questions during the submission or peer review process should be directed to the journal administrator.
