IEEE Open Access Publishing Options

 

 

 

Many authors in today’s publishing environment want to make their research freely available to all reader communities.

To help authors gain maximum exposure for their groundbreaking research and application-oriented articles, IEEE will now be offering three options for open access (OA) publishing—Hybrid Journals, a Multidisciplinary Open Access Mega Journal, and fully Open Access Journals—all designed to meet the varying needs of our authors throughout their careers.

 
 

Hybrid journals

The majority of all IEEE transactions, journals, and letters offer a hybrid option, which permits both traditional subscription-based content as well as open access, author-pays content. Most of these journals have an established impact factor and are well respected. Additionally, the quality of the review process for OA and traditional articles is the same for all hybrid journals. Any open access papers published within a hybrid journal will be included in all media types offered by that title.

Multidisciplinary open access mega journal

IEEE has introduced a new rapid-decision, open access mega journal spanning all IEEE fields of interest. All articles are author-pays. This new journal, IEEE Access, is designed to be inclusive in scope and application focused. The journal is fully open access and is available online only.

Dr. Michael Pecht, founder and director of the Center for Advanced Life Cycle Engineering at the University of Maryland, has been named the journal’s first editor-in-chief. A Fellow of IEEE, ASME, and SAE, Pecht was formerly editor of IEEE Transactions on Reliability for eight years as well as an associate editor of IEEE Transactions on Components, Packaging, and Manufacturing Technology. He also has served on the editorial advisory board of IEEE Spectrum magazine.

Dr. Pecht is currently assembling an editorial advisory board for IEEE Access, as well as developing guidelines and procedures for prospective authors to follow. Find more information.

Fully open access journals

IEEE is pleased to introduce several new fully open access journals. These journals are fully open access, dedicated to a specific subject area, contain author-pays articles, and delivered online only.
 
The first fully open access journal, IEEE Photonics Journal, was launched on 1 July 2012 by the IEEE Photonics Society. The current editor-in-chief is Carmen Menoni, IEEE Fellow and professor at Colorado State University, USA. The second fully open access journal was launched on 24 August 2012 by the IEEE Engineering in Medicine and Biology Society and is entitled IEEE Journal of Translational Engineering in Health and Medicine. The editor-in-chief is Cliff Dacso, IEEE Senior Member and professor at Baylor College of Medicine, Houston, Texas, USA.

Two other journals have been approved and are available: IEEE Journal of the Electron Devices Society, produced by the IEEE Electron Devices Society, and IEEE Transactions on Emerging Topics in Computing, produced by the IEEE Computer Society. Additional open access offerings are also under consideration.

Review process

IEEE’s existing journals, transactions and letters will continue the same high standard of peer review for all content submitted. In addition, IEEE’s new open access multidisciplinary mega journal and fully open access journals will draw on technical communities for peer reviewers, to apply the same care as for any new IEEE journal and ensure the best possible papers are being published.

Yes, soon all IEEE-wholly owned journals will allow authors to submit an open access article for publication. As always, all articles submitted to IEEE journals will be peer-reviewed to determine acceptability for publication. Journals co-sponsored by IEEE and another organization will accept open access article submissions when both groups agree that open access is appropriate for the publication.

IEEE offers three options for open access:

  • journals that accept both open access and traditional submissions, called hybrid journals;
  • fully open access journals, which accept only open access submissions, in a specific IEEE field of interest, called topical OA journals;
  • a multi- disciplinary, open access journal called IEEE Access, which accepts only open access submissions across all of IEEE’s fields of interest.

All IEEE wholly owned journals will allow authors to submit an open access article for publication. Article submission processes are accessible from the journal home pages within the IEEE Xplore Digital Library.

IEEE’s author fees for open access range from US$1,350 to US$1,750. IEEE traditional journals, which are hybrid journals supported by subscription fees and author processing charges (author-pays open access), and IEEE Access, which is a multi-disciplinary open access journal covering all of IEEE’s fields of interest, charge US$1,750 for open access publication.

The fully open access topical journals open access author fees start at $1,350. Overlength paper charges and color page charges may also be applicable for these fully open access journals.

If the publication charges for over-length paper and color in print, these charges will be applicable for all articles published, whether open access or traditional. For both open access submissions and traditional submissions, these charges are not calculated until the article is ready for release. These charges are therefore requested towards the end of the production process and not at acceptance, when the open access fee will be requested. Therefore, the total cost to publish an open access article in an IEEE journal will include the author processing fee plus any applicable over-length paper and color page charges.

Authors will not be be asked to pay voluntary pages charges for an open access submission.

Yes. IEEE has adopted a special Open Access Copyright Form (OACF) for authors who pay an article publication charge in order to publish on an open-access basis. The OAF has two significant features not included in the Standard IEEE Copyright Form:
  1. an explicit promise made to OA authors that IEEE will present their work with free access to all users;
  2. OA authors are assured that they are free to post the final, published version of their articles on their personal Web sites, their employers' sites, or their funding agency's sites.
The use of the OACF enables IEEE to act on behalf of the author in defending his or her article against infringement or plagiarism. OA authors should remember that, while the final published version may be posted on the author’s personal site, their employers’ sites, or those of their funding agency, third parties must ask permission from IEEE in order to distribute, post, or use the article. There is some content within IEEE Xplore that is labeled as free. This content is typically not technical in nature, e.g. tables of contents, covers, advertisements, etc. This content is available to all within IEEE Xplore and it is not supported by author processing fees.

No. All IEEE journals, transactions, and letters have the same high standard of peer review for all content submitted, regardless of open access status.

In addition, IEEE’s new open access, multi-disciplinary journal, IEEE Access, and fully open access topical journals will draw on technical communities for peer reviewers and apply the same care in peer review to ensure that the best possible articles are published.

Readers will continue to access IEEE-supported content through the IEEE Xplore Digital Library.Open access articles will be labeled as open access and available to all readers, regardless of their subscription base.

Authors of articles in most IEEE journals, whether open access or traditional, will receive a copy of their article through the IEEE Author Gateway during the production process. The copy will be clearly labeled as suitable for posting according to IEEE policy.

The IEEE Author Gateway is the same web page that most authors have visited to retrieve and review their author page proof prior to final publication of their article. 

If a journal does not use the IEEE Author Gateway, authors will need to work with their IEEE production staff contact to obtain a copy of the article for posting.
