– COUNTER –

1. What is COUNTER and what does it stand for?

COUNTER (Counting Online Usage of  NeTworked Electronic Resources) is an initiative formed by libraries and publishers to insure consistent usage in reporting. COUNTER also requires specific reports and definition of usage terms for COUNTER compliance. The COUNTER Codes of Practice provides a set of standards and protocols governing the recording and exchange of online usage data. To learn more about COUNTER, visit www.projectcounter.org.

2. What types of filters are used to make the data COUNTER compliant?

The COUNTER Code of Practice uses two main filters, the "double-click" filter and the "spider filter." Double-click filtering is when the same document requested multiple times within a 10 second span is filtered out. A "spider filter" removes non-human download activity from authorized and/or non-authorized robots.

3. When did IEEE become COUNTER compliant and which years contain COUNTER formatted data?

IEEE statistics became COUNTER compliant as of January 2006. All IEEE usage reports on the site are COUNTER formatted.

4. Are all of the reports on the MPS web site required by COUNTER?

No, there are only five reports on the site that are required by COUNTER. These reports are referred to as the COUNTER JOURNAL REPORTS. The other reports provide IEEE customers with a more in-depth look into their usage. These additional reports are processed and filtered to be COUNTER compliant.

MPS Technologies, Inc.

1. What is MPS and how is it related to COUNTER?

COUNTER is an initiative formed by libraries and publishers to ensure consistent usage reporting. MPS Technologies Inc. is a company that is part of the Macmillan Publishing Group and delivers COUNTER reports to its customers. IEEE hired MPS Technologies Inc. as their usage vendor to provide COUNTER usage statistics on their web site.

2. What is MPS Insight and how is it related to COUNTER?

MPS Insight is a new interface service from MPS technologies to provide COUNTER compliant usage reports for libraries on behalf of the publishers. MPS Insight has been independently audited by ABCe (a COUNTER approved auditor) making MPS Insight COUNTER compliant.

 – Log in, Access & Browser Requirements –

1. What effect does logging in through a proxy server have on my usage?

None. Users going through a proxy server will still have an IP address associated with the institution.

2. What effect does using a blind log in have on my usage reports?

None. Users from a blind log in will still have a cookie value and thus their reports will not be skewed or altered.

3. What effect does using Mozilla Firefox instead of Internet Explorer have on the site?

None. Users should see the same information on Mozilla Firefox and Internet Explorer. For the best performance of MPS Insight, the following browsers are:

  • Internet Explorer 6.0 and above
  • Safari 3.0 and above
  • Mozilla Firefox 2.0 and above

4. Can more than one person log in to the MPS web site concurrently?

Yes, multiple users may log in to the MPS web site concurrently with the same username/password.

My Account 

1. How can I change my e-mail address or password?

To change your access details, follow the steps below:

a. Click on the Manage Account tab and then choose Update Your Account

b. Make the required changes and click “Submit”.

 

Please Note:

In most cases, you will have permission to edit your credentials on your own but in case you do not view Update Your Account option under Manage Account, you should contact IEEE. In this case, click on the Help and Support tab and choose Contact Support.

Fill in the fields in the form; select “Password Problems” in the Message drop-down and click “Send”. Your concern will be sent to IEEE via e-mail.

2. What is the “Security Question”?

If you happen to forget your password at any point of time, you are asked to provide the answer to a question that you had chosen on your first login. If your answer is the same as the answer you gave when you registered, your password is reset and sent to your registered e-mail address. This question ensures that nobody else can reset your password.

Since Security Question is used for your security, it is required that you provide this when you first login. To increase the security, we recommend you choose a question that will be difficult for others to guess.

4. How can I create additional user accounts for my faculty staff or member to also access our usage reports?

Please contact the help desk and we can set up additional accounts for you so your colleagues can also access your institution’s reports. When you access “Contact Support”, please select “Creating additional users” as the Type of Query.

5. What are the different types of user accounts, and what are the differences?

Two types of users who can access this application are:

1. Admin Users

2. Report Users

The only difference between both these users is that an Admin User can view and manage SUSHI for their own library or institution and for other libraries or institutions they have access to whereas a Report User can neither view nor manage SUSHI. Click here to learn more about SUSHI.

Please Note:

You can be assigned ONLY ONE of the two above given roles for a given account. But you can be assigned different roles for different accounts. For example, you can be an Admin User of Account A and a Report User of Account B.

6. What are e-mail alerts?

E-mail alerts are a notification service that you can sign up to receive an e-mail when your COUNTER Reports are updated each month.

7. When I clicked on a link, I was logged out. Why was I taken to the login page? Have my changes been saved?

You usually get logged out (timed out) of the application if you have been inactive for 30 minutes or longer. This means that you had either not clicked on a new link/ tab or not refreshed your page for 30 minutes. This timeout is a security measure to protect your data. Please login again to continue accessing the site.

Note that your changes will have been submitted if you had clicked on Submit/ Update or Send buttons before the timeout. But if you were taken to the Login page on clicking one of these buttons, you will be required to make the changes again.

When you have finished, we strongly recommend you click on the Logout button to ensure nobody else accesses your data.

8. How can I access more than one account?

In case you want to access usage stats reports for multiple accounts, send an e-mail to IEEE via ‘Contact Support’ section, mentioning the libraries/institutions you need access to. IEEE will set up your account. Once the account is setup, you can login to the MPS Insight interface and access reports for multiple accounts. In the “Usage Reports” section you will see a list of accounts for which access is provided to you. You can simply click on the link to see all reports available for that account.

In case you have access to Consortia/ Group-level account, you can access consolidated reports at the group level as well as reports of all accounts under this Consortia/ Group.

9. I manage multiple accounts – how can I search for individual accounts?

Click on the Usage Reports tab to search for accounts you have access to. For a quick search you can choose one of the three given options:

Browse Full List- To view the complete list of accounts

Institution A-Z- To search for an account by its name

Search- To search for an account using its name, Account ID or Account Type

Browse Full List- Use this tab to view the complete list of your accounts, including Groups, Consortiums and Institutions, arranged alphabetically. You can click on the drill-down sign [+] besides the parent accounts to view the child account on the same page. Once you have the complete list in front of you, you can click on the required name to view the reports.

For example, if you are a user of Account A with child Account N, you will have to click on [+] besides Account A to find Account N.

 

Institutions A-Z- You can use this option if you want to search for an account (and NOT a group/ consortium) by its name. A list of A to Z alphabets gets displayed horizontally on this page. Alphabets with which your account names start get highlighted so that you can click on them to view a list of all institutions under these alphabets.

For example, if you have access to Group A, with child accounts N and M, alphabets N and M will be highlighted. You can click on the account names to access their reports.

 

Search

This is another way of locating an Institution/ Group/ Consortium. Simply type two or more characters that are a part of the required account’s Name or ID; to be more precise, select Library Type and press Go.

You can click on the account names in results to view their COUNTER Reports.

10. How can I view the hierarchy of institutions/groups and Consortiums? And how do I drill down to lower levels?

If you click on the Usage Reports tab, you get to view a complete list of all your accounts, including Groups, Consortiums and Institutions arranged alphabetically. Consortium and Groups are accompanied with a [+] sign denoting child/ member. When this drill-down sign [+] is clicked, all the accounts under the parent account get listed and [+] turns into [-]. Once viewable, these child accounts can be clicked open and their reports viewed.

To make the distinction between Institutions and Consortiums clearer, legends (marked in green below) are used with all accounts. Look at the top right side of the page to confirm what these symbols stand for.

Reports 

1. Where is the Site Overview Table?

The Site Overview Table can be found in the Usage Reports page under the section called Additional Reports. The table is currently available only in CSV format and shows non-COUNTER data for typical web site activity measures such as Page Views, Visits, Article Requests, and Searches Run.

2. Where can I find citations on the MPSInsight web site?

On the MPSInsight web site, citations are referred to as Abstract Views. You can find Abstract Views in the Site Overview report.

3. Can I access last year’s reports or those of years before that?

The site hosts three years worth of data so you are able to access your reports from one place. To choose an earlier year, select the required year from the reporting Period drop-down on Usage Reports Page.

4. Why are certain reports not available for 2008 or before?

MPS (MacMillan Publishing Services, UK) has replaced Coremetrics in processing reports starting in 2009. MPS will provide the five required COUNTER reports and certain additional reports. You may not find other additional reports provided by Coremetrics in 2008 and before in MPSInsight.

5. When should I expect monthly COUNTER reports to be updated?

The COUNTER standard requires that publishers deliver COUNTER Reports within one month. This means that the report containing usage data for January must be available to accounts by the end of February.

You can opt to receive an e-mail alert notifying you when your updated COUNTER reports are available each month – see the E-mail Alerts section.

6. What is "ephemera" and how does it affect my usage stats?

Ephemera is free, unprotected content that can be found on IEEE Xplore. COUNTER requires that "ephemera" is included with the usage statistics

7. For COUNTER Journal Report 3, are the numbers a combination of successful item requests AND turnaways? If so, can these two metrics be viewed separately in this report?

The numbers in this report are indeed a combination of Successful item requests AND Unsuccessful item requests (same as a turnaway in this context). This sum is considered to be the TOTAL item requests. However, the figures listed for item requests are not broken out by successful versus unsuccessful item requests in this report.

8. How can I download and save my reports?

Follow the steps below:

1. Click on Usage Reports Tab on the top of the page

2. If you manage more than one account, browse or search for the desired account. For tips on search, see help on Managing Multiple Account.

3. On reaching the Usage Reports page of the account, select the year you want to download the report for from the Reporting Period dropdown on the right.

4. Choose the format (CSV or XML) you want to download a report in and click on the respective icon (image).

5. You will get to see a window asking you to open/save the file. Click “Save”.

6. Specify the location where you want to save the file and click “Save”. (your screen may look different to the above one depending on your browser)

Site Overview Table


1. In the Site Overview Table, what does "Article Requests" consist of?

Article Requests is the total of all successful user requests for Articles from the IEEE Xplore Platform.

2. Can I view statistics in the Site Overview Table for any years besides the current one?

No, the site overview table is only available for the current year.

3. When I compare the Article Requests figure in the Site Overview Table with the total in the “Article Request by Type” report, there seems to be a difference. Why?

The “Article Requests by Type” report shows COUNTER-compliant data by IEEE Xplore content type such as journals, conferences, standards, etc. COUNTER requires the application of certain filters and rules which result in the exclusion of certain types of activity in order to make the report COUNTER-compliant. The figure for Article Requests in the Site Overview Table does not have all the COUNTER filters and exclusions applied, so the total for Article Requests in the Site Overview Table is typically higher.

– Article by type Report –

1. What is the Articles by type Report?

The Article Requests by Type report shows all of the article requests that can be mapped as an IET or IEEE journal, conference or standard. CNF is a short abbreviation for Conference, JRN is an abbreviation of Journal, and STD stands for Standard.

2. Why are the numbers different in the Articles by type Report and the COUNTER Journal Report 1?

The Articles Request by Type report is different from COUNTER Journal Report 1 because it provides the number of article requests mapped as an IET or IEEE journal, conference or standard. The COUNTER Journal Report 1 is information on only the IET and IEEE journal requests.

3. What is the Conference Report and how is it the same information found on the Articles by type Report?

The Conference report provides the numbers for the IET and IEEE conference requests. The Conference report total numbers should match the total numbers for IET and IEEE conferences on the Article Request by Type Report.

4. What is the Standard Report and how is it the same information found on the Articles by type Report?

The Standard report is the total item requested for standards. The total number on the Standard report should match the total number of standards on the Article by Request Report.

– IP Report –

1. If my institution recently added/removed an IP address to our IEEE Xplore authentication, when will this IP’s usage start showing up on the IP report?

The files which link IP addresses to each account are sent to CoreMetrics at the beginning of each month. Therefore, a new IP address will not show up in the IP report until the middle/end of the next month, after the updated data is processed.

2. The IP report is showing IP addresses that I do not recognize and are probably not part of my institution. What are some of the possible reasons they are showing?

There are many possible reasons for unrecognized IPs to show up on the IP report. For example, if your IEEE Xplore account is username and password based, it is possible that the password is being distributed to others outside of your institution. Also, activity from computers connected through an institution’s VPN can show up on the IP report. Additionally, there are cases of robots or crawlers illegally getting into IEEE Xplore through customer accounts, and thus the IPs of these robots/crawlers will show in the IP report.

– Turnaways –

1. What is the difference between the Turnaways by Type Report and COUNTER Journal Report 2?

COUNTER Journal Report 2 - Turnaways is a required COUNTER report that shows Turnaways by Month and Journal and does not include information regarding conferences and standards. The "Turnaways by Type" is a non-required document by COUNTER that is provided by IEEE to display the missing information in "COUNTER Journal Report 2 - Turnaways." "Turnaways by Type" shows the count of Turnaways from different types of documents in IEEE Xplore.

2. Is there any way to see denials or Turnaways by IP?

No, we cannot see denials or Turnaways by IP. We can only see them by title or type.

– IEEE Enterprise –

1. Can IEEE Enterprise users get usage accounts? Do the numbers mean the same thing?

Enterprise users can get usage accounts, but most of the usage figures will hold a slightly different meaning due to the nature of the product. Article requests for an Enterprise customer refer to the number of times a document is clicked on and opened, the same as an IEEE/IET Electronic LIbrary (IEL) or other customer. This number is not usually the same as the number of downloads used from their filing cabinet because the same document can be viewed multiple times. Article requests will always be greater than or equal to the filing cabinet downloads used.

2. If my company/institution has multiple electronic products in IEEE Xplore, is there any way to distinguish the usage that comes from each subscription? For example, if I have Enterprise along with an IEEE All-Society Periodicals Package (ASPP) subscription, can the usage be separated from each other?

Usage for customers with both Enterprise and IEEE All-Society Periodicals Package (ASPP) subscriptions is combined for both products. This is the same case for all combinations of IEEE Xplore products. Unfortunately, separating the usage by product cannot be done at this time.

3. Does the MPS web site have any data regarding the IEEE Enterprise filing cabinet?

The MPS web site does not have any data regarding the IEEE Enterprise filing cabinet at this time, but we are hopeful that this may be available for future reports.

– SUSHI –

1. What is SUSHI? How does it work to benefit librarians?

SUSHI (Scholarly Usage Statistics Harvesting Initiative) launched by the standards organization NISO, is a standard protocol that can be implemented within a library’s electronic resource-management (ERM) system to automate the usage statistics collection process.

Given the large number of publishers with which a typical library does business, the process of visiting each publisher’s administrative web site each month to gather usage statistics proves to be a time-consuming and tedious task for the librarians. With the help of SUSHI, this collection of statistics can be automated because SUSHI takes the form of a web service, which stands as the preferred architecture for exchanging services and data among diverse computer systems.

2. What is the difference between manually downloading XML reports from MPS Insight and accessing them using SUSHI?

As a librarian, there are a number of advantages by using SUSHI as the method for collection of your reports:

1. Cost per Click - SUSHI allows your usage data to be stored directly in a database enabling it to be combined with other data such as cost data, enabling cost per click calculations to be performed.

2. Time Period- It allows you to define the time period for which you want to fetch statistics. For example, you can fetch reports for a Calendar Year or your Fiscal Year (eg July to June) or a customer date period, eg a semester

3. Manual login- By using SUSHI, you can fetch reports automatically from MPS Insight and download directly into your ERM system. You do NOT need to login manually to MPS Insight (although of course you can also manually login). SUSHI also informs you about the unavailability of any reports without actually requiring you to log in to the web site.

Overall, SUSHI allows you to set up your ERM system to make regular, scheduled transfers of COUNTER reports from all providers rather than having to allocate staff time for each manual download.

3. What is an Electronic Resource Management (ERM) partner?

An ERM system is a system that libraries can subscribe to enabling management of electronic resource from a single system. ERM systems typically manage cost, renewal, license terms and other information. Recently ERM vendors have started to develop SUSHI modules. Libraries using an ERM system with a SUSHI module can set up the system to automatically import statistics from MPS without any manual intervention.

To enable SUSHI requests to be made to MPS Insight, the library needs to grant SUSHI access permission for the required service. This can be easily set up in the Manage SUSHI screen of MPS Insight.

4. What access details do I need to provide to my ERM partner? Where are these available from?

To enable ERM systems to use SUSHI to fetch reports, you need to do the following:

1. Set up Permissions for Accounts

    • Click on Manage Account tab along the top of the page
    • Click on Manage SUSHI link or image
    • Choose the SUSHI partner you want to allow access to and click on the corresponding image under Manage SUSHI Permissions.
    • You can choose to grant permission for all library accounts you have access to (if you have multiple library accounts) or just selected accounts using the options given at the top. If you have clicked on Select from Below List, you will be required to select the accounts you want to set up SUSHI for. To select these accounts, check the corresponding boxes under SUSHI Permissions.

    • After selecting SUSHI permissions, click on Update.
    • You will be taken back to the Manage SUSHI Page where you will view a new image under Access details for your ERM system. Green flag shows that you have enabled SUSHI services for your accounts.

2. Unique Customer ID

    • To ensure that your reports are only collected by your ERM system, you will need your unique Customer ID for each institution. Click on Access details for your ERM System icon.
    • Copy or Download the access details to be entered into your ERM system.

5. Why am I not getting the complete list of accounts I have permission to access on the “Select SUSHI Permissions” page?

To view and manage SUSHI of any library account, you need to be designated a Library Administrator for that account, rather than a Report User, Please contact Support if you feel you should have the ability to set up SUSHI for accounts that are not listed.

So, if you are an Admin User for Library A and a Report User for Library B, you can manage SUSHI only for Library A and not for B. Therefore, on the Manage SUSHI page, you will only view Library A.

Site Overview Table

Abstract Views - Reports the number of requests for an article Abstract.

Article Request- The number of documents (PDF, HTML and occasionally TXT, MOV, ZIP) requested from the server.

Article Request (HTML) - The number of HTML documents requested from the server.

Article Request (PDF) - The number of PDF documents requested from the server.

Hits - The request for and delivery of a file (such as a web page) on a server. Each element of a requested page (including graphics, multimedia, and the HTML file itself) is counted as an individual hit. Thus, the number of hits is always greater than or equal to the number of page requests.

Page Views - The number of pages viewed on a web site.

Searches Run - Reports the number of keyword searches performed.

Session - see Visits.

Site Overview - The main screen of the MPS web site. It contains a table and graph which displays statistics relating to IEEE Xplore usage, broken down by adjustable granularities.

Table of Contents Views - Reports the number of requests for an article's tables of contents.

Visits - Represents the number of individual durations of times visitors were on the site accessing a series of pages without 30 minutes of inactivity. A single visitor can account for multiple visits in a single day. Also called Session.

Computer Terms

Cookie - A file on a PC containing saved information usually issued by the web site server and saved by an Internet Browser. It is typically used to identify a unique user, although the data is not sufficient enough to identify a specific person.

CSV (Comma Separated Value) - A format in which each value in a file is separated by a comma (W, X, Y, Z) and is usually compatible with all spreadsheets and text editors.

Full -Text PDF - The complete text of an article, paper, or standard in its published form. It includes both the bibliographic descriptions and the articles themselves.

HTML - acronym for Hypertext Markup Language. It is the Mark-up language that is used for publishing hypertext on the World Wide Web by using tags to structure text info.

IEEE Terms

Conference Proceeding - As used in IEEE Xplore, a written record of the discussions and occurrences that take place at conferences sponsored or co-sponsored by the IEEE.

Item Requests - A non-document download from the IEEE Xplore web site. This includes table of contents, abstracts, full-text requests and references.

Journals - As used in IEEE Xplore, any serial publication such as a journal, transaction, letter, or magazine.

Standards - A practice or a product that is widely recognized or employed, especially because of its excellence.

General MPS User Terms

Abstracts - A summary of the contents of a document. The Abstract commonly explains the main points made in an article or paper, including the main theme, argument, process, and results.

Article Requests By Type - A breakdown of article requests into the type of document, based on 3 categories: Journals, Conferences, and Standards.

Automated Reports - Statistic reports derived by COUNTER requirements and other reports supplied by the content provider.

Concurrency Denials - see Turnaways.

Consortium - An association of companies or institutions that join together for a definitive purpose. In the case of IEEE, it refers to schools and companies that come together for the purpose of automated reports.

Favorite Reports - A customizable folder on the main page of the MPS web site that allows the user to select his or her favorite reports to be stored on the main page so that they can access the reports easier.

Granularity - The size and/or duration of time that a specific group of statistics is measured over. In the context of the MPS web site, the time granularity of several reports can be changed.

License Denials - A license denial refers to access denial to IEEE content due to limitations of the current user subscription. For example, IEEE Enterprise users will experience license denials when trying to download Standards, because they are not part of that subscription package.

Measurement - A mathematical unit or amount obtained by measuring Web site behavior (in SurfAid) and then indicated on a report to communicate access, time taken, number of users, etc. Also called Metric (see below).

Turnaways - Log in denials (in IEEE Xplore) because the maximum number of simultaneous users that are allowed per the license agreement has been exceeded.

Reference - Links to view a list of an article's referenced documents with links to view the Abstract or Full-Text PDF.
