Robert Alden
Celebrating the Member through Awards & Recognition
Bob Alden (LFIEEE) has a PhD in Electric Power from the University of Toronto (1968) and is Emeritus Professor at McMaster University in Hamilton, Ontario where he was the founding director of the Power Research Laboratory. Born in Oxford, England, he has lived in Adelaide and Sydney in Australia, and Toronto, Dundas & Mississauga, in Ontario, Canada. He has published about 75 papers in scholarly journals and conference proceedings; he wrote a regular column in IEEE's THE INSTITUTE, entitled "traveling the information highway with Bob Alden" between 1992 and 2001. He has been active as a volunteer leader in the IEEE for more than 35 years, highlighted by serving as Hamilton Section Chair (1974-5), IEEE Power Engineering Society Secretary (1980-1), Region 7 Director (1988-9), IEEE Vice-President for Regional Activities (1990-1), Chair of the IEEE Electronic Communications Steering Committee (1994-7) and Chair of the IEEE Information Technology Strategy Committee (2004-5).
He was a founding member of the IEEE Canadian Foundation, serving as Vice-President from 1992 until 2001 when he became President. He is the Toronto Section Publications Chair, the Awards & Recognition Chair for IEEE Canada (Region 7) and a director of the IEEE Foundation. He is the recipient of several awards from the IEEE; the Larry K. Wilson Transnational Award (1992), IEEE Canada's Outstanding Service Award (1999), the William W. Middleton Distinguished Service Award (1999), and the Haraden Pratt Award for Outstanding Service to IEEE (2002), as well as the Centennial (1984) and Third Millennium (2000) Medals
Ross Anderson
Member Engagement through Affinity Group Activities
Born in Colorado and grew up in Oklahoma. Graduated from Oklahoma University (BS-EE with distinction). Worked with Southwestern Bell Telephone in Oklahoma, New Jersey (Bell Labs), Missouri, Kansas and Texas holding various division level assignments in the planning, transmission, customer services and equipment engineering fields. Former Registered Professional Engineer in Texas and Oklahoma and a member of Tau Beta Pi, Sigma Tau and Eta Kappa Nu (honorary engineering societies). Served on the EECS Advisory Board at OU. Active in his community and a deacon in his church.
Mike Andrews
Engaging Members in Humanitarian Efforts
Mr. Andrews is Managing Partner of Andrews & Associates, LLC, a consulting firm specializing in Emergency Planning, Continuity of Operations, Business Resumption Planning and Operational Readiness for business, schools and government entities.
He is also the Senior Vice President and Chief Technology Officer of Sound & Optics Systems, a corporation responsible for developing products that support public and private entities, police and security organizations, fire fighters and first response units to reduce criminal acts or to support emergency response. The product mix includes systems that incorporate neural-based acoustical detection systems, chemical and biological signature recognition, optical tracking and seismic sensors.
Mr. Andrews is responsible for developing and implementing the Continuity of Operations (COOP) program offered by the GSA to the Executive Branch. The COOP materials have been used by over than 40 Executive Branch agencies including: FEMA, the Office of the President, Office of Management and Budget, the IRS, the Social Security Administration, the Departments of Commerce, Education, Energy, Justice and Transportation. In addition, Mr. Andrews was the primary resource in the development of the Senate Emergency Preparedness Program. He developed the program for the U.S. Senate Sergeant at Arms and the Secretary of the Senate for the US Senate offices and Committees. He has been affiliated with domestic and national security GSA Office of Emergency Management and Department of Homeland Security programs.
Mr. Andrews is very involved in community activities including serving as the Arizona Region Coordinator for the Engineers Week Future City Competition, Chair of the National Advisory Board for the Future City Competition and co-Chair for the annual Salvation Army Christmas Dinner. He is also a consulting team member of Arizona Leader Force providing assistance to Helping Hands for Single Moms, a regional social service agency. He was awarded an IEEE Millennium Medal for outstanding achievements and contributions to IEEE and was given the IEEE-USA Robert S. Walleigh Award for Distinguished Contributions to Engineering Professionalism Award. He is an honoree of the Hon Kachina award for his volunteerism and a recipient of the AIA-Arizona Award of Distinction for promoting architecture and city design to pre-college students. He was also honored with the National Engineers Week Chairman’s Award for engineering professionalism.
He is the former Vice President and Managing Partner of a consulting firm that specialized in operational assessments and quality programs, and General Manager of Training and Development for Nissan. He also co-founded a consulting firm specializing in electronics research and development. He served 10 years as Dean of Accounting and Computer Information Systems at DeVry Institute of Technology. Prior to becoming Dean, he served for 12 years in progressively responsible academic roles to Senior Professor of Technology.

Emine Gokce Aydal

Emine Gokce Aydal obtained her BSc in Computer Engineering in Middle East Technical University, Ankara/ Turkey. She, then, worked in ASELSAN (Ankara/Turkey), Bluefire AG (Bern/Switzerland) and REUTERS (Geneva,Switzerland). She received her MSc in Software Engineering with distinction in University of York, UK where she stayed to continue research as a PhD student funded by EPSRC in co-operation with Qinetiq, UK. Having received Gibbs Award for 4-month overseas visit, she worked with Mark Utting in Waikato University (Hamilton/New Zealand) between October 2007 and March 2008. Her research interests include model-based test case generation, test coverage criteria, validation of formally-verified software systems, agile development in formal environments.
IEEE Involvement
Her active involvement in IEEE started in University of York as the Student Branch Chair.
Some of the achievements:
Led the team of 16 people in organizing the first ever IEEE Student Congress in the UKRI (United Kingdom and Republic of Ireland) Section held in June, 2006.
Received 2007 IEEE R8 Larry K. Wilson Award, and University of York is nominated as one of the three Outstanding Student Branches in Region8.
The IEEE Student Congress in the UKRI received IEEE Foundation award for revitalizing the student branches in the UKRI Section and expanding the knowledge about IEEE within students studying in the UK or Republic of Ireland.
As a member of ISBIR (IEEE Student Branch Industry Relations) Task Force team:
Involved in strategic planning for the integration of ISBIR to IEEE
With the team in York, organized the ‘Meeting with Industry’ session that was attended by company representatives from Google, Lockheed Martin, Praxis HIS, Transitive, etc.
Presented the ISBIR program in various different universities in New Zealand, Malaysia, UK, Turkey and in various Region8 Meetings (Sofia’07, Bucharest’08)
In April 2008, she received Outstanding Achievement Award from the UKRI Section for her efforts to increase the student membership within the section. She is currently membership development team member in UKRI.
In October 2007, she is appointed as the Region8 Student Branch Coordinator. As part of this role, she
Guides the existing student branches on how to be active, how to obtain more funding for the activities they organize and how they can jointly organize events with other student branches in their area.
Oversees the preparation of the Student Branch Congress (SBC) in London in August 2008.
She is also the co-organizer of the IEEE Career Horizons event organized together with IEEE Media to be held in London on 1 September.
Jacob Baal-Schem

Dr. Jacob Baal-Schem received his Bachelor (1959), Master's (1966) and Doctor of Sciences (1979) degrees from the Technion, Israel Institute of technology. He was Senior Researcher and Senior Lecturer at Tel-Aviv University (1978-1992) , was Head of the Interactive Telecommunications Program at the School of Communications of the College of Management (1992-1998), and Senior Lecturer at the School of Communications at Tel-Aviv University (1998-2002).He is Senior Life Member of IEEE, Coordinator of History activities for IEEE in Europe, the Middle East and Africa and Past-Chairman of the Technical Meetings Development Committees of IEEE. He is also Professional member of the World Future Society and member of the IEEE Society on Social Implications of Technology. He was Chair of IEEE Israel Section (1978-1981) He was Chairman of MELECON '81 and MELECON '98 Conferences as well as Chair of the Conference on Electrical, Electronics and Computer Engineering Education in the Third Millennium, held in September 2000. He is the author of several textbooks on Computers and Communications, was Editor of the Israeli Journal on Communications and Electronics (1967-1982) and has published and presented papers (mainly on Home Information Systems) at many conferences. He is actually Co-Chair of HISTELCON 2008 (Region 8 Conference on History of Electrotechnology) to be held in Paris, France, Co-Chair of the Special Session on History of Telecommunication at Globecom '08 and Member of TPC of the IEEE History Conference 2009.
Babak Beheshti
Engaging Students and Student Branches
Babak D. Beheshti has been an IEEE member for over 18 years and active in IEEE volunteer leadership positions at all levels. Babak is a faculty member in New York Institute of Technology since 1987. Babak has also been an active consultant and has held positions of increasing responsibility in technical management in the areas of wireless and cellular systems as well embedded microprocessor systems, having worked directly with the world’s most widely known handset manufacturers such as Nokia, Samsung, Siemens and LG.
Babak received his BEEE and MSEE in Electrical Engineering from SUNY Stony Brook, in 1985 and 1987, respectively. Babak is author of numerous articles and papers, presented in many conferences. Babak is a recipient of the IEEE Millennium Medal and also a member of Tau Beta Pi engineering honor society, and Eta Kappa Nu electrical engineering honor society.

Paul Y S Cheung
Celebrating the Member through Awards & Recognition
Paul Y S Cheung is Chair of the IEEE Awards Board for 2007 and 2008. He was the Asia-Pacific Region Director of IEEE from 1995-96, IEEE Secretary in 1997, and served in many committees including the N&A, Audit, Transnational and Strategic Planning Committees. He was the Lead Shepherd of the APEC ISTWG from 2004-05.
Paul joined the University of Hong Kong in 1980 and was Dean of Engineering from 1994-2000. He is currently Professor in the Department of Electrical and Electronic Engineering and concurrently the Director of Technology Transfer of the University of Hong Kong. He also serves as Director of Biomedical Engineering Centre, and the Program Directors of the Medical Engineering Program and the MSc in E-Commerce and Internet Computing Program in the University.
Paul received his BSc(Eng) and PhD degrees in Electrical Engineering from the Imperial College London in 1973 and 1978 respectively. His research interest and experience include biomedical engineering, computer architecture and applications, signal processing & pattern recognition and VLSI design. He has served as General Chair, Technical Chair and members of a number of international and regional conferences.
In his spare time, Paul is a keen diver, an occasional cyclist and skier, a regular jogger, and also pretends to be a music and golf enthusiast. In 2008, he led a team of over 2,100 runners from HKU to run in the Hong Kong Marathon event and tries his best to keep up three sessions of gym every week.
J. Roberto de Marca
Engaging Members in Humanitarian Efforts
J. Roberto B. de Marca received his undergraduate engineering degree from the Pontifical Catholic University in Rio de Janeiro, Brazil. He was a Fulbright Scholar at the University of Southern California, where he earned a Ph.D. in Electrical Engineering. After finishing his graduate studies, he joined the faculty of the Catholic University, Rio de Janeiro, where he has held several leadership and administrative positions including Associate Academic Vice President for Sponsored Research. Twice on leave, Dr. de Marca served as Scientific Consultant with AT&T Bell Laboratories, Murray Hill. He has been a Visiting Professor at the Politecnico di Torino and lectured in several institutions in Europe and North America. He recently finished an assignment as Visiting Professor at the Hong Kong University of Science and Technology. He was the founding President of the Brazilian Telecommunications Society and in 1990, Prof. de Marca was appointed Scientific Director of the Brazilian National Research Council (CNPq) where he approved the initial funding of the national research network which opened the way for the widespread use of Internet in Brazil. He was a delegate to several ITU-R TG8/1 meetings, where the wireless 3G technology specifications were developed. He is an IEEE Fellow and a full member of the Brazilian Academy of Sciences. Dr. de Marca was the 2000-2001 IEEE Communications Society President and served two years in the IEEE Board of Directors as Division III Director. In 2006 he served as IEEE Secretary. Prof. de Marca is the IEEE Vice President for Technical Activities.
Jean Eason
IEEE Members in the Global Workforce
I received my BS in EE from the University of Texas in 1978, anMS in EE from Southern Methodist University in 1984 and an MBA from Texas Christian University in 1989. My early career focused on the aerospace industry and I spent fifteen years working in avionics systems design and developing advanced cockpit displays for military and commercial, fixed and rotary wing aircraft. I am self-employed, working with clients on specialized applications for small businesses and in technical communication and documentation.
My time in aerospace gave me particular insight into the issues affecting engineering professionals. My work in the area of employment assistance for engineers in North Texas was recognized by the State of Texas in the report, Defense Transition: Economic Promise for Texas from the Governor’s Task Force on Economic Transition (1993). This led directly to my involvement with IEEE-USA and its employment and career services.

Douglas Gorham
Create Successful Teach-in-Service Program in your Section
Douglas Gorham is currently the Managing Director of Educational Activities for the IEEE. He is the staff lead in the creation and expansion of the Teacher In-Service Program and TryEngineering.org. Prior to joining IEEE in 2000 he served as a high school educator for twenty-six years, including twelve years as a principal. He earned an Ed.D. in Educational Leadership from the University of Illinois Urbana-Champaign, a masters degree in Educational Leadership from Northern Illinois University and a bachelors degree in science education from Elmhurst College.
Richard Gowen

Dr. Richard Gowen is the President of the IEEE Foundation. He is also the Chairman of the IEEE History Committee. Dr. Gowen served as the IEEE Centennial President in 1984. He served as a member of the Board of Directors of the IEEE, a Vice President for Professional Activities, a division director, a member of the United States Activities Board, the Technical Activities Board, and the Standards Board. Dr. Gowen joined the IEEE as a student member in 1956. He has served in leadership positions in IEEE Sections, Sub-Sections, Chapters and Regions.
An IEEE Life Fellow, Dr. Gowen began his professional career as a research engineer at the RCA Laboratories, he served as a commissioned member of the faculty of the Air Force Academy, directed the Air Force-NASA Space Medical Laboratory, was a researcher of the NASA Astronaut Medical Launch and Recovery Team. He served as the dean of engineering, vice president and president of the South Dakota School of Mines and Technology. He also served as president of Dakota State University. He led the development of the Homestake gold mine to become the deep underground science and engineering laboratory for the study of neutrinos and other particles.
His research interests include space medical experiments, nuclear safety, and supercomputer development. He is a member of the South Dakota Board of Education, and a director of the Mount Rushmore Institute for freedom and democracy.As the president of Dakota Power, LLC he is leading a research program to provide vehicle electric drive systemsDr. Richard Gowen is the President of the IEEE Foundation. Theodore W. “TED” Hissey, has been a long time technical and administrative worker for the IEEE, the IEEE Power Engineering Society, (PES), and the IEEE Corporate administration.
He is an engineer, technical manager, and an internationally recognized lecturer and consultant in the field of Electric Power Network Automation, and Electric Power Sector Re-structuring. He worked for Leeds and Northrup Company for 43 years in a variety of application, engineering, and management positions.
Mr. Hissey has traveled to, and worked with engineers and executives in over 50 countries, providing technical lectures, seminars, and meetings with the local engineers, technical societies, students and young professionals, and national engineering societies, in addition to his commercial activities. This international experience and understanding has enabled Ted to contribute significantly to the IEEE's global technical outreach activities and international cooperation. He continues to work diligently to insure the recognition of - and activation of IEEE projects and programs for - Students and Young professionals.
Received the 1995 IEEE Richard M. Emberson Award, "For distinguished service to the Institute's technical activities in Societies and Regions, for advancing its Transnational objectives, and for Society leadership."
Elected by the IEEE Board of Directors to serve as Executive Director of the IEEE – as a volunteer – from November, 1994 through December, 1996.
Elected as an Honorary Member of the Russian Popov Society in 1996, - “in recognition of distinguished contributions in developing and furthering cooperation between the IEEE and the Russian Popov Society”.
Elected IEEE Fellow in 1998 – “for leadership in the management of Power Systems”.
Received the 2000 AAES – American Association of Engineering Societies – Kenneth Andrew Roe Award – “Presented on behalf of the Engineering Community to recognize an engineer who has been affective in promoting unity among the Engineering Societies”.
Received the 2001 IEEE – Regional Activities Larry K. Wilson Transnational Award – “For contributions to the IEEE’s global technical activities and international cooperation”.
Received the first IEEE Region 9 “Theodore W. Hissey Award” – as an IEEE volunteer providing outstanding support for the activities for Students and GOLD in the region.- March, 2005.
Elected Director Emeritus of the IEEE Foundation in 2005.
Mr. Hissey was 1997-1998 President of the United Engineering Trustees – during the organization’s re-structuring; sale of the United Engineering Center; and, transition from the United Engineering Trustees to the present United Engineering Foundation. The UET / UEF represents some 800,000 engineers in a variety of disciplines. The UET/UEF is composed of the American Society of Civil Engineers - ASCE; the American Institute of Chemical Engineers - AIChE; the American Society of Mechanical Engineers - ASME; the American Institute of Mining Engineers - AIME; and, the Institute of Electrical and Electronics Engineers - IEEE.
He was elected Director Emeritus of the IEEE starting in January, 1997, after serving as IEEE Executive Director - as a volunteer - from November 1994 through the end of December, 1996. He serves on the IEEE Board of Directors, and is also Director Emeritus of the IEEE Foundation – after serving from1996-2004.
Mr. Hissey started his association activities as Chairman of the AIEE Penn State Student Branch in 1947 and 1948. After a post-graduate hiatus, he returned to active participation in 1952, working initially with the Chicago, and then the Philadelphia AIEE Sections. He entered technical society and technical society committee work in 1961.
Mr. Hissey is a past Director of IEEE Division VII (Energy and Power Engineering); IEEE Treasurer (1991-1993); IEEE Executive Director - November, 1994 through the year 1996; and, IEEE Director Emeritus (1997- ). In these positions, he has served as a member of the IEEE Board of Directors (1987-88, 1991-93, 1995- ); and the IEEE Executive Committee (1991-93, 1995-96). He has also served as a member of the Regional Activities, Standards, and Technical Activities Boards, in addition to many IEEE committees. Ted was an active member of the IEEE-PES Governing Board from 1978 through 1995, and served as PES President in 1985-86.
A 1948 electrical engineering graduate of the Pennsylvania State University, he is a member of the Tau Beta Pi and Eta Kappa Nu engineering honorary societies; the Pi Mu Epsilon Mathematics Honorary Society; and, the Penn State Skull and Cross Bones Society.
Ted, and his wife Nancy, reside in Erdenheim, Pennsylvania, and St. Petersburg, Florida. They have three children and fifteen grand-children scattered over the Eastern USA.

Russell Hunter
Member Engagement through Affinity Group Activities
Russell Hunter has worked in the video game industry for the last 10 years. He currently works for IGN Entertainment/GameSpy in Costa Mesa, California on online buddy and game management software. He has worked on the several game titles, mostly on the Links golf game for the PC and Xbox, and spent time working for Microsoft Game Studios in Salt Lake City, Utah.
Russell has been active in IEEE as a student member at Brigham Young University, in the Utah and Orange County Sections, and in Region 6. He has served as a GOLD Chair, Area GOLD Coordinator, and Computer Society Chair. He is currently serving as the Region 6 GOLD Coordinator, Orange County Section Treasurer, and as the Orange County GameSIG Secretary.
Peggy Hutcheson

Peggy Hutcheson is a leader in organization development, human capital management, and leadership with more than 20 years’ experience working with scientists, engineers, and technical leaders. She is President of The Odyssey Group, Inc. a consulting firm with offices in Atlanta, GA and Washington, D.C. that works with organizations to establish strategic human capital plans, align individual capacity and organizational goals, and determine learning and knowledge management needs for the organization.
Among Dr. Hutcheson’s numerous publications are: Helping Employees Manage Careers (Prentice-Hall); Career Development: Developing and Managing Talent (2004); and Building a Development Culture through Mentoring (2006). In addition she is a contributor to the Handbook of Human Resource Development and has published numerous articles.
Her program to train coaches, Coaching in Business, was awarded recognition as one of the top ten new training programs and is now used globally to prepare managers for their role as coach and developer of talent.

Elya Joffe

Mr. Joffe is employed by K.T.M. Project Engineering - an engineering consulting company in Israel, since 1987. He currently holds a position of the V.P. of Engineering and works as a Senior EMC engineering Specialist and consultant. Elya holds a B.ScEE in Electrical Engineering from the Ben Gurion University in Israel, is a Registered Professional Engineer and a iNARTE (International Association of Radio and telecommunications Engineer) certified EMC and ESD Control Engineer.
Elya has over 25 years of experience in government and industry, in EMC/E3 (Electromagnetic Compatibility/Electromagnetic Environmental Effects) for electronic systems and platforms (in particular – aircraft and aerospace). He is actively involved, as an EMC/E3 Specialist, in the EMC design of commercial and defense systems, from circuits to full platforms. His work covers various fields in the discipline of EMC, such as NEMP and Lightning Protection design, as well as numerical modeling for solution of EMC Problems. Mr. Joffe is also well known in Israel and abroad for his activities in EMC training and education, and has authored, developed and presents many courses on Electromagnetic Compatibility and related topics. He has authored and co-authored over 30 papers in EMC and EMC-related topics, both in the IEEE Transactions on EMC and Broadcasting, as well as in the proceedings of International EMC Symposia.
Mr. Joffe is Senior Member of IEEE, and has served as a member of the IEEE EMC Society of the Board of Directors since the year 2000. Elya is currently serving as the 2008-2009 President of the EMC Society of the IEEE and served as VP for Member Services and VP for Conferences and Symposia. He is also the Immediate Past Chairman of the Israel IEEE EMC Chapter. Elya is a Chartered Member of the IEEE Product Safety Engineering Society (PSES) and served as VP for Conferences and Symposia on its Board of Directors. Elya is currently a member of the PSES BoD. Moshe Kam (Ph.D., P.E.) is Department Head and Robert Quinn Professor of Electrical and Computer Engineering at Drexel University. He also leads Drexel’s Center for Excellence in Information Assurance Education, and provides technical coordination to project ACIN (Applied Communication and Information Networking), funded by the US Department of Defense.
Kam's professional interests are in wireless communications, robotics and navigation, detection and estimation, and engineering education. Sources of funding for his research include federal agencies as well as private industry – the US National Science Foundation (NSF), DARPA, ONR, Lockheed Martin and GlaxoSmithKline. Educated in Tel Aviv University (B.Sc. 1977) and Drexel University (M.S. 1985, Ph.D. 1987), Kam is a Fellow of IEEE "for contributions to the theory of decision fusion and distributed detection" (2001). He is also a recipient of an IEEE Third Millennium Medal and an NSF Presidential Young Investigator (1990). Kam is a licensed Professional Engineer registered in Pennsylvania.

IEEE Accomplishments – Massive expansion of IEEE’s pre-university education programs – including the setting up of www.TryEngineering.org, designed for 8-18 year olds, their parents and teachers. This is now the premier source of pre-university education on engineering and computing (7 languages, 33 countries). Significant expansion of IEEE’s Teacher In-Service Program, training IEEE volunteers to work with pre-university teachers of Science and Mathematics. The program touches the lives of thousands of students every year, and was introduced into many new venues around the world, including student branches. Expansion of IEEE activities in academic program accreditation – in the United States, China, Peru, and the West Indies, see www.accreditation.org. Initiating a new membership grade, the Graduate Student Member (GSM). This new grade recognizes the growing presence of graduate students in the membership, and enables new and better services and products for them. Simplifying the process of joining IEEE and renewing membership. Working with like-minded fellow volunteers to eliminate layers of bureaucracy from these processes and make the experience more efficient and straightforward. Humanitarian Projects of IEEE in Region 10-Case Study
Mrs. Ramalatha Marimuthu working as Asst Professor in Dept of ECE, Easwari Engg College, graduated in Electronics and Communication Engineering from Anna University in the year 1986.She has been teaching in polytechnics and engineering colleges chalking up a total experience of 22 years. She headed the department of ECE in AMA College of Engineering for 5 years and organized several conferences, project competitions and training programs for students as well as faculty. She has published seven technical books and several research papers in international conferences and journals. Her research area is “Improvement of Processor Architectures using Vedic Mathematics”.
She revived the IEEE Student Branch of Easwari Engineering College in 2002 where she is the Branch Counselor till now. This branch has an exclusive member library and was the first one to start the WIE Affinity Group under Madras Section, etc. It also won the Honorable Mention for the Student Branch AG of the year Award for 2006. After becoming the Executive Committee Member in Madras section in 2004, she started the Section WIE Affinity Group in 2007. Under her guidance the AG organized the First R10 WIE Congress in 2008 (which was a grand success) and has won the Honorable Mention for the Affinity Group of the Year Award for 2007. She is R10 WIE Coordinator for 2008 and has launched an exclusive project called “ Sangamam” for the transfer of technology to rural areas. Under this project, many specific training programs have been organized for the youth and women of selected villages.

Janina Mazierska is a Professor and a Head of IIST at Massey University in New Zealand. Her research interests are precise microwave characterization of low loss materials and novel microwave technologies and design techniques for multilayer circuits for wireless communications systems. Her list of publications includes over 125 papers.
From 1987 to 2003 she had been with James Cook University in Australia in various positions including Deputy and Acting Dean of Faculty of Engineering. Before 1987 she had been with Warsaw University of Technology, and at University of Jos in Nigeria under an Intergovernmental program.

Juan Miguez
Improving the Professional Through the IEEE Code of Ethics
Juan Carlos Miguez got his Engineering degree at the Universidad de la Republica (Montevideo, Uruguay) in 1969. After working for 3 years with Siemens, Germany in the development of Electronic Data Communictios Switches, he returned to his country where he worked for the Telecommunications Administration until 1978.
He designed conducted a major development of the country’s Telex network and launched the developing of Data Switches in Uruguay. It was a major success, applied first for Telex and later for X-25; still in operation as the URUPAC node.
He moved to the Commission Tecnica Mixta de Salto Grande, a large (1890 MW) binational Hydroelectric Company in 1979. For 20+ years was responsible for the SCADA and EMS Control Systems. The Data Communications Network of the Company was designed, developed and operated by his group.
In 2007 he was designated Manager for Engineering and Planification, reporting directly to the CEO.
He has worked both in the organization and as technical presenter in many tutorials and seminars for the IACRE, CIER and IEEE in Uruguay and Argentine.
He has been teaching part-time almost every year since 1967: Electronics at the University in Montevideo, and after moving to Salto, Data Networks and Electromagnetic Theory in local Engineering Schools.
In the IEEE, he was founder and first chair of the Uruguay Section in 1989. After serving in the Regional committee as Awards Chair, Electronic Communications Coordinator and Newsletter Editor he was elected in 1995 as Regional Director for 1998/99. During those years he also sat on the IEEE Membership Development Audit and Transnational Committees. Afterwards he served in the IEEE Nominations and Appointments, Strategic Planning, and Service Awards Committees. He is now Member of the Governing Board of the Power and Energy Society as Regional Representative, and also member of the New Initiatives and Ethics and Member Conduct Committees of the IEEE Board of Directors.
Ferhan Ozkan

Ferhan Ozkan has been (mostly student) member of IEEE since 2002. He worked as a volunteer in several positions and coordinated many student events and projects in IEEE METU Student Branch. He has been active in Turkey Section and Region 8 since 2005. He has been the member of R8 Industry Relations Committee since that year. Ferhan is graduated from Electrical & Electronics Engineering Department in Middle East Technical University, Ankara, Turkey. He is currently working in METU-Technopolis as a coordinator of the first Pre-Incubation Center in Turkey, namely METUTECH-ATOM (Animation Technologies & Game Development Research Center).
He has created an idea with a question of “Why don’t we utilize the motivation and voluntary work of IEEE student members to reach to industry?” This idea brought him honorary “IEEE RAB Larry K. Wilson Regional Student Activities Award”. In spite of his early age, he has contributed to gain many IEEE awards like “Darrel Chong Student Activities Award” and participated important events of IEEE including IEEE Sections Congress 2005 in Florida and ICC 2006 & 2007. With the leadership of himself and many other young volunteers, ISBIR Program has become the first and only initiative proposed by students and approved by IEEE Board of Directors with high priority starting from 2007. He is currently dealing with the globalization of ISBIR, as a director, expanding this impact to all regions of IEEE. He is very eager to fulfill further accomplishments by implementing creative ideas with creative people in IEEE.
John Paserba

John Paserba works for Mitsubishi Electric Power Products Inc. in Warrendale, PA, USA. He was the Manager of the Power Systems Engineering Services Department from 2002-2007 and is presently the MEPPI Product Line Manager in the Medium Voltage Circuit Breaker Department.
John Paserba is a Fellow Member of IEEE and is the Chair for the IEEE Power & Energy (PES) Power System Dynamic Performance Committee. He serves on the PES Governing Board as the Vice-President of PES Meetings Activities. He was also the Chairman of the IEEE PES Power System Stability Subcommittee. He has sat on the Editorial Board of the IEEE Transactions on Power Systems and is currently on the editorial board of the IEEE PES Magazine “Power & Energy,” where he was the Guest Editor for the September/October 2004 and 2006 issues. He served as the General Chair of the IEEE PES 2004 and 2006 Power Systems Conference and Exposition and has served as the Technical Program Chair for the 2002 IEEE PES Winter Power Meeting held in New York. He is active in numerous other IEEE PES technical Subcommittees, Working Groups, and Task Forces. Mr. Paserba has authored or co-authored over 60 national and international technical publications.
Mr. Paserba is on the National Speaker List for the IEEE Student Professional Awareness Conferences (S-PAC) and was Chair and Region 2 Coordinator of the IEEE-USA Student Professional Awareness Committee. He is also an Industrial Representative to the IEEE Member and Geographic Activities Board Student Activities Committee (MGA SAC) and the Co-Chair of the MGA SAC Student Professional Awareness Subcommittee (SPAA). From 1993 to 1995 Ms. Quiel held the position of Electric Project Engineer, while working for INDELSA a contracting company, where she was responsible for managing and inspecting electrical facilities in buildings, transmission lines and substations, among others. Later from 1995 to 1998 she undertook the task as Network Manager at the National Academic Network directed by the Technological University of Panama, where she worked with the team that carried out the development and connection of the Internet in Panama and the interconnection of educational institutions to the Internet. Since 1998 she has held the position of Network and Security Manager at the Information Technology Office of the Smithsonian Tropical Research Institute, where she is responsible for analyzing, configuring, installing and managing communication equipment and applying the security policies and controls for the data network.

MAJOR ACCOMPLISHMENTS
Among the greatest contributions I can mention:
In 1998 with the participation of the Section officers, I led a series of activities which resulted in the founding of the Communications Society Chapter of the Panama Section, which I was the Chair for over 3 years and the Chapter was recognized as the most active during that period.
Since 1999 I have given permanent support to the region in the electronic communications area setting-up, maintaining and managing the electronic tools that the region has and I have supported other Sections and committees in the development and implementation of their websites.
In 2000 I received the IEEE Millennium Medal in recognition of the volunteer work carried out in the Panama Section.
In 2003 I coordinated the TAB Colloquia Tour and the IEEE’s Executive Committee Meeting in Panama strengthening the relations between the Institute and the Section with both government and local engineering institutions.
In 2004 I was a member of the IEEE Publication Services and Products Board; I carried out proceedings with the staff and members of the Board to include, for first time, in the IEEE Xplore Service, technical articles in Spanish and Portuguese from the members of Region 9.
top of pageAmarnath Raja is currently the Chair of the IEEE Kerala Section (India). He is a graduate from the Indian Institute of Technology in New Delhi. After his graduation, he has been associated with the dairy sector and has worked in the large Dairy Co-operatives of India. He then went on to join IBM in Japan, where he worked in the banking sector with their JP Morgan project. He then went on to set up "InApp" a software development company with offices in US and India and employing 80+ graduate and post graduate engineers, of which he is currently a partner and CEO.
He has been very active in professional bodies as a volunteer in Computer Society of India and went on to become its chapter chair. Later he joined the IEEE and is currently the Section Chair of Kerala Section.
He has delivered many popular lectures and talks in IEEE and other professional bodies promoting use of engineering and technology. He has also given tutorials on state of art technologies at premier Indian organizations like Indian Space Research Organization, CDAC, ECIL etc. He is a proponent and champion of Free Software and is a member of the Free Software Foundation.
He has also been working in the development sector and has been associated with NGOs and Co-operatives throughout his career. It is this combination of his experience in the development sector and the IEEE that has been useful during the Tsunami Relief operations presented in this session.
Mary Ellen RandallMary Ellen Randall is founder and CEO of Ascot Technologies, Inc., a company which develops application software for cell phones and wireless devices. Previously, Ms. Randall spent 22 years with IBM, including an international assignment in Montreal, Canada. Ms. Randall held a variety of management and technical positions in software development, hardware development, digital video, client/server services, and routinely managed projects on an international scale.
Ms. Randall currently serves on the IEEE MGA Awards Board, the IEEE-USA Awards Board, and as IEEE Region 3 Awards and Recognition Chair. Ms. Randall chaired the world-wide IEEE Women In Engineering Committee from 2005-2006, and previously served as IEEE Region 3 Women In Engineering Chair, IEEE Eastern NC Section Chair, Board Chair for the Women’s Institute and President of the Business & Professional Women of Raleigh.
She was named one of 25 top Women In Business in 2005 in the Research Triangle of North Carolina and was named to the “Impact 100” leadership list by Business Leader Magazine in 2003.
Ms. Randall has a BA in Mathematics and an MS specializing in Computer Science from Binghamton University. She has an interest in robotics and participated in the 2007 DARPA Urban Challenge.
James RiessJames N. Riess, P.E. has been a Member of IEEE since 1969 and Senior Member since 2004. He has been active in the Twin Cities Section since 1991 and Region 4 since 2000. He is a candidate for Region 4 2009-2010 Director-Elect. Mr. Riess is past chair of the IEEE Member and Geographic Activities Board (MGA) Students Committee. As Vice Chair – Student Activities on the IEEE Regional Activities Board (RAB), Jim served as Chair of the RAB Student Activities Committee in 2006 and 2007. He was active as Region 4 Student Activities Chair from 2000 through 2004. Jim is a graduate of California State Polytechnic College, Pomona, California and earned his B.S.E.E. in 1970. Mr. Riess has been working as an electrical engineer for 38 years. After graduation, Jim and his new bride Judy entered the Peace Corps serving for three years in the State of Sao Paulo, Brazil, in the Rural Electrification Program. He has worked for several Architectural/Engineering and Mechanical/Electrical Engineering firms on industrial, commercial, and institutional projects including a major oil pipeline, power generation plants, ethanol plants, office buildings, retail stores, primary and secondary schools, and public safety facilities. Significant overseas experience includes rural electrification projects in the Philippines as well as Brazil; and a water pipeline project between the Jordan River and Amman, Jordan. Mr. Riess is currently employed with Van Sickle, Allen & Associates in Plymouth, Minnesota. He is a registered Professional Engineer (P.E.) in several states in the U.S. and two provinces in Canada.
top of pageRoger K. Sullivan, PE has been a Member of IEEE since 1972 and Senior Member since 1976. He has been an active volunteer both in the Regional Activities and the Technical Activities areas of IEEE. Roger was the 2004-2005 Region 1 Director and served on the IEEE and the IEEE-USA Boards of Directors. He has also served on a number of IEEE committees, including the IEEE Strategic Planning and the Infrastructure Oversight Committees. During the past two years he chaired the Regional Activities Strategic Planning Committee. Roger is currently a member of the MGA Strategic Planning & Analysis Committee and is serving as the Region 1 Chapters Congress Coordinator. In the past he has been PES Chapter Chair, New York Section Chair, and Metropolitan Sections Activity Council Chair. On the Technical Activities side Roger has served on the Power Engineering Governing Board, chaired the PES Chapters Council, the 1996 & 2000 PES Chapters Congresses, and the 2002 PES Winter Technical Meeting. He was also a member of several technical committees, including the Energy Development and Power Generation Committee and the Power Systems Communications Committee.
Roger received the BSEE from The Cooper Union and the MBA (Engineering Management) from the City University of New York. He retired as a principal engineer in Consolidated Edison’s Nuclear Engineering Department, where he was responsible for engineering studies and project engineer for major electrical projects. Prior to this he was a subsection manager, responsible for the design of substations and their control systems.
top of pageMini S. Thomas graduated from University of Kerala, completed her M. Tech from IIT Madras (both with gold medals) & PhD from IIT Delhi all in Electrical Engineering. Presently Mini is Professor in the Department of Electrical Engineering, Faculty of Engineering and Technology, Jamia Millia Islamia, New Delhi, India. Mini received the prestigious ‘career Award’ for young teacher, instituted by AICTE, Govt. of India, for the year 1999. She has set up the first of its kind SCADA lab in Jamia Millia Islamia and also started a new M.Tech program in Electrical Power System Management.
Mini has been an active IEEE volunteer and is serving the IEEE Delhi section in many capacities for years. She is the Branch counselor of the Jamia Millia Islamia student branch, New Delhi, which won the Exemplary student branch award, 2 Larry K. Wilson awards & the Outstanding WIE student affinity group award. Mini is also the founder chair of the WIE affinity group in Delhi, which won the outstanding WIE section affinity group of the year award in 2005. Mini has been awarded the Outstanding Branch counselor award and the R10 Outstanding Volunteer award. She is currently the Student activities coordinator of IEEE for Asia pacific for 2007-08 and has initiated many innovative programs for student activities in the Region. The Branch Counselor’s congresses, IEEE Alumni meet, R10 Outstanding Branch Counselor award, the IEEE R10 GINI (Global Integrated Network of IEEE students) and printing of the Branch Operations Guide for student branches.
Charles Turner
Partnering with non-IEEE Technical and Professional Groups
After gaining his doctorate at Stanford University in 1961, Charles Turner worked in the UK electronics industry, and subsequently moved into academic employment, first at Brunel University (UK), then at the University of California, Berkeley, and finally at King’s College London, where he held the Siemens Chair in Electrical Engineering for nearly 30 years, before he retired in 2000. He is a Life Fellow IEEE. He is also a Fellow of the UK Royal Academy of Engineering and a Fellow of the IEE (now IET). He was very active in accreditation activities in the UK, and chaired the IEE Accreditation Committee.
He has been a volunteer for the UKRI Section since 1974, as Student Counselor, Secretary, and Section Chair. More recently he has served as Awards and Recognition Officer. He was the Region 8 Director from 1993/4 and IEEE Secretary in 1995. Among many other volunteer positions in IEEE he also served as Chair of the IEEE Ethics and Member Conduct Committee from 2000-2002. In 1993 he received the IEEE Haraden Pratt Award.

He received the “Top performer award” from his employer Tata Consultancy services ltd for his exemplary performance in the Initial Learning Programme, Trivandrum, India.
William Walsh
Role of Standards and Publications in Sections Activities
William Walsh is a Security Systems Engineer and Program Manager for LTM INC. in Atlantic City, New Jersey. He is a graduate of Drexel University (BSEE ’81) in Philadelphia, PA. As an active volunteer with IEEE throughout his career, Mr. Walsh has served as Treasurer and Chairman of the Southern New Jersey Section of IEEE and Chair of the South Jersey Chapter of IEEE Computer Society. He has worked with Region 2 as Industry Relations Chair, Membership Development Chair, and has served as Professional Activities Coordinator and member of the Region 2 Executive Committee. Presently, he is the Region 2 Director-Elect and will become Director in 2009-10. For the IEEE Regional Activities Board (RAB), Mr. Walsh has served for several years as RAB liaison to the IEEE Standards Association (IEEE-SA).
Steve Watkins
Improving the Professional Through the IEEE Code of Ethics
Steve E. Watkins (S’80-M’90-SM'98) is a Professor and an Associate Chair in the Electrical and Computer Engineering Department at the Missouri University of Science and Technology (formerly the University of Missouri-Rolla or UMR). He was the Faculty-Member-in-Residence for the 2005 Washington Internships for Students of Engineering (WISE) Program, an IEEE-USA 2004 Congressional Fellow, a visiting physicist for the U.S.A.F. Phillips Laboratory at the Kirtland AFB, and a visiting scholar for Nippon Telegraph and Telephone in Tokyo, Japan. He is the Student Activities Chair for the IEEE Aerospace and Electronic Systems Society, a former member of the Eta Kappa Nu (HKN) National Board of Governors, and a member of the IEEE Intelligent Transportation Systems Society Board of Governors. At Missouri S&T, he is advisor to the HKN Chapter and the IEEE AESS Student Chapter. He serves as the North Area Chair for IEEE Region 5 and served as the IEEE St. Louis Section Chair in 2003. His conference activities include Technical Program Chair for the 2005 IEEE GLOBECOM Conference and General Chair for the 2009 IEEE ITSC. His awards include IEEE Region 5 Outstanding Member (2005), IEEE RAB Achievement Award (2004), and IEEE Region 5 Outstanding Educator (1999). He helped develop the IEEE EMCC’s Student Ethics Competition and has coordinated several ethics competitions. His research interests include interdisciplinary applications of smart structures, sensing systems, and engineering and pre-college education. He received a Ph.D. degree from the University of Texas at Austin and M.S. and B.S. degrees from UMR.
Howard Wolfman
Celebrating the Member through Awards & Recognition
Howard Wolfman received his BSEE from the University of Illinois, MBA from Northwestern University, and is a Registered Professional Engineer in the State of Illinois.
Mr. Wolfman is the Senior Manager of Regulatory Affairs for the Electronic Control Systems Division of OSRAM SYLVANIA with over 19 years of experience with the company.
Howard is currently serving as a member of the Institute of Electrical and Electronic Engineers (IEEE) Standards Board and Awards Board as Treasurer. His past IEEE positions include: Institute Treasurer, member of the Institute’s Board of Directors, Electromagnetic Compatibility Society BOG, and Industry Applications Society BOG. In addition, he has served on the Board of Governors (BOG) of the IEEE Engineering Management Society, and a member of the Industrial Applications Society Production and Application of Light Committee.
He is an Adjunct full professor in the Master of Engineering Program at the University of Illinois at Chicago. In addition, he has been a guest lecturer at universities in China, Hong Kong, Thailand, the Philippines, Canada, Mexico, and the United States.
Howard is Chairman of the National Electrical Manufacturer's Association (NEMA) Lighting Systems Division, and past Chairman of the Ballast Section, and the Lighting Controls Council. Howard also chairs the American National Standards Institute (ANSI) C82 main committee for lighting ballasts, and is a member of the ANSI subcommittees for fluorescent and HID lamps and ballasts.
Howard serves on the Underwriters Laboratory (UL) Standards Technical Panel (STP) for fluorescent and HID ballasts, the STP for Luminaires, and the STP for solid state lighting as well as on the Canadian Standards Association (CSA) advisory committee for fluorescent ballasts.
He also serves as the head of the US delegation to IEC TC34, Deputy Technical Advisor to the US National Committee for IEC TC 34C, and is Chairman of the Controls Protocol Committee of the Illuminating Engineering Society of North America (IESNA).
Mr. Wolfman has made numerous presentations and has authored many papers. He is a recipient of the IEEE Centennial Medal (1984) and the IEEE Third Millennium Medal (2000).
