Dr. Dunlop received his BEE from the University of Delaware, MSEE and PhD from Carnegie-Mellon University in 1975, 1977 and 1979 respectively.  He holds 14 patents in the areas of circuit design, system initialization and algorithms.

Since 2001, he has been president of Crossbow Consulting, LLC where he has worked for clients on topics including circuit design, system architecture, system startup and Electronic Design Automation (EDA).

He was founder and VP of Engineering at an EDA startup 2002-2003.

Dr. Dunlop worked at Bell Laboratories where he held research and development positions.  He was responsible for the IC layout tools in the mid 1980s.  He later built clock recovery circuits for packet systems.  In research, he held the position of Director of Design Principles Research and later Director of Optical Data Systems Research before retiring in 2001.

IEEE Accomplishments – I have worked with others to:

  1. Co-found the Council on Electronic Design Automation.  I served as its first president.
  2. Monitor on-line publications revenue and distribution of revenue in as fair a way as possible.
  3. Close down wasteful internal committees and to eliminate superfluous meetings.
  4. Create and document the process for the creation of new Societies and Councils.
  5. Oversee Societies and Councils that are heading into financial problems.
  6. Achieve long term funding for IEEE’s indirect infrastructure while reinforcing its oversight.
  7. Uphold the high ethical standards of IEEE by serving on the TAB Ethics and Resolution Committee.

I do not say that I am the sole person who accomplished any of these major achievements in IEEE.  It is always a group of people which is required to cause any significant advance or change in a large organization.  I am proud to have been part of these efforts.

Statement – If elected to the position of IEEE Division I Delegate-Elect/Director-Elect, I will continue to build connectivity between those in academia and industry.  As Delegate/Director, I will work to improve member services while keeping costs under control.

The current conferences, journals and Xplore activities are excellent assets, but more can be done to make it easier to access and use the technical information.

As energy prices go up and travel becomes more difficult, conferences may become inefficient.  We need to creatively find low environmental impact ways for the technical community to interact and form interest groups.  These same efforts will help IEEE advance interactions across our world wide technical community.

Furthermore, systems designs which had been principally electrical or electro-mechanical in nature are becoming more multi-disciplinary including nano-, bio-, chemical-, and power- technologies among others.  We should foster ways to help connect to these broader technical communities.

Hiroshi Iwai received the B.E. and Dr. Eng. degrees from the University of Tokyo and has engaged in the research and development of integrated circuits devices for more than 35 years from 8 micon- to recent 45 nano-meter CMOS generations.  He is now a professor of Frontier Research Center, Tokyo Institute of Technology, Japan. He worked also in Toshiba and developed many products for memory, logic and RF devices. He has contributed to the scaling-down of MOSFETs significantly, when many people did not believe in further scaling. For his contribution, he received many prizes and awards, including the Yamazaki-Teiichi Prize (2007) and Grand Prize of Nikkei BP Technology Awards (1994), in addition of those of IEEE.  

He has authored and co-authored more than 600 journal and conference papers for international and domestic, and invented more than 100 patents. He worked also for journals as an editor and the editor-in-chief.

IEEE Accomplishments – He contributed to the improvement of the members’ benefit significantly. He divided the world into 5 regions, and created the 5 regional SRC’s (Sub Region and Chapter Committees), appointing the chair and a few vice-chairs for each SRC, and giving the budget for them to travel inside of the SRC region to promote the chapter activities.  This worked very well for EDS to communicate with the chapters, activating some of the inactive chapters, and creating new chapters. He himself visited so many chapters in the world to have a face-to-face meeting with the local chapter members for the improvement of chapters.

He initiated a mini-colloquium named WINNACT, consisted of more than 10 EDS Distinguished Lecturers.  WIMNACT was held in many different countries. This gave a very good opportunity for the EDS committee members as Distinguished Lecturers to visit many remote chapters to obtain efficient feedback regarding their problems, requests and proposals.

He worked with the EDS VP for Publication, Prof. Renuka Jindal on a DVD archive of all the issues of Transactions on Electron Devices (since 1954), Electron Device Letters (since 1980), and IEDM Digests (since 1955), and available at only US$30 for the EDS members.  

Statement – I would like to work on the promotion of society members’ benefits. This is the most important issue for divisions and societies.  One of the big problems for societies is the continuous membership decrease. In the past, subscribing to the society journals and obtaining conference information were incentives to join the society. However, most of the information can be obtained through the web even if the individual is not a member of the society.  Now, we have to find other incentives not such ‘passive’ ones – like receiving information –, but more ‘active’ ones – like publishing papers in IEEE journals, and attending conferences/workshops for discussions. Although the opportunity of ‘active’ incentives is much smaller than that of the ‘passive’ ones for most of the society members, and they tend to loose the interest in renewing the membership, it is important to make efforts to provide such opportunities as much as we can – especially for young members.  I would like to work with societies in Division I, other divisions, TAB, MGAB, EAB to promote such activities in the IEEE.
