Gus Gaynor, IEEE Fellow, brings experiences from a career that spanned the technical and management disciplines. His early career involved a multi-disciplinary approach to engineering problem solving followed by a personal entrepreneurial venture in control systems engineering that culminated in 25 years of service at 3M in major management assignments.  During seven years of residence in Europe, Gaynor served as Director of Engineering for 3M Europe where he played a major role in developing international technological and business capability. 

After retiring from 3M, Gaynor organized G. H. Gaynor and Associates concentrating on managing engineering, technology, and innovation from a business perspective. He has published five books and many papers on technology management issues. Gaynor has had two foreign Fulbright Scholar appointments and served as Adjunct Professor at St. Thomas University and as a lecturer at the University of Minnesota graduate programs on Management of Technology and Innovation.

IEEE Accomplishments Major accomplishments as an IEEE volunteer include:

  • Took the lead in transitioning the Engineering Management Society (EMS) to the IEEE Technology Management Council (TMC)
  • Founding Editor and Editor-in-Chief of Today’s Engineer – 48 page quarterly magazine published by IEEE-USA
  • Promoted and was appointed Chair of the Career Services Committee – a joint effort by IEEE-USA, EAB, PSPB, and MGAB (RAB) in 2006 – to classify and integrate all career related information on an IEEE career portal and determine the gaps (the activity moved to MGA in 2009)
  • During two terms on the IEEE New Initiatives Committee, I was appointed Committee Chair and proposed new application methods for receiving and approving new initiatives
  • Served six years on TAB Society Review Committee where I proposed a simplified process
  • Actively involved with EAB Life Long Learning and what is currently IEEE Expert Now
  • Served on PSPB for six years and two additional years as a non-voting member on PSPB and a voting member on the PSPB Strategic Planning Committee
  • Active in EMS and TMC for over 17 years and currently serve as TMC President

I will continue to focus my efforts on implementing IEEE’s strategic directions.

Statement – As Division VI Delegate/Director I will focus on:

  • Member Benefit – members with staff support provide the strength of IEEE – continue to enhance career opportunities through technical and professional development.
  • Division VI – 1) develop cooperative programs among the organizational units, 2) provide marketing assistance for our products and services, and 3) represent Division VI on TAB.
  • IEEE – represent Division VI on the IEEE Board during this period of economic challenges: challenges that call for new thinking about our management practices and asking, why we are doing this.

I bring life experiences as a one-time competent engineering professional, many years of experience in managing technology-driven groups, an understanding of worldwide cultural differences, consulting with major corporations, a student as well as author on management issues, over seventeen years as an active IEEE volunteer, a track record of accomplishments, and dedication to IEEE and the engineering community.

Jeffrey Voas is currently Director of Systems Assurance at SAIC and is an SAIC Technical Fellow. Before joining SAIC, Voas was the Chief Scientist and Co-founder of Cigital. Voas has been highly active in the software engineering research community for over 18 years.  He has given numerous keynote lectures, and has performed many program chair, general chair, and program committee roles for IEEE. Voas is a senior member of IEEE. He holds two U.S. patents, and has published over 190 publications. Voas’s interests are in various aspects of trust, including software testing, reliability, safety, standards, fault tolerance and certification.  Voas received his undergraduate degree in computer engineering from Tulane University in 1985, and received his M.S. and Ph.D. in computer science from the College of William and Mary in 1990.  Voas then went on and served a two-year post-doc for the National Research Council at NASA-Langley between 1990 and 1992.

IEEE Accomplishments – The areas where I have spent most of my volunteer effort fall into several categories: conferences, publications, and various society leadership roles (including time on TAB).  In terms of conferences, I have had roles going from General Chair, to Program Committee Chair, to Program Committee member, to workshop organizer, to reviewer, and to mentoring papers that needed an extra boost for acceptance. In terms of publications, I have served on the editorial boards of several IEEE magazines, and have guest edited many magazine focused issues.  I have served in a variety of Reliability Society leadership roles, including three years as the President. I am currently on the Board of Governors of the Computer Society and serve on their Audit Committee as well as the Chair of the TAB AdHoc Conference Business Technology Platform Committee.  In terms of a working relationship with TAB, I have worked to form alliances between societies and councils as well as with the TAB management. These are efforts in progress that I hope to continue for Division VI.

Statement – I have been a member of the IEEE for 20+ years and have served in a variety of volunteer positions in both the Computer Society and Reliability Society.  2010 will be my last year as the Junior Past President of the Reliability Society.

When I started as the Reliability Society President in 2003, the Institute and the Reliability Society were challenged, both financially and technically. I encouraged our Society's ADCOM to seriously restructure its budgets. In the end, we were able to rebuild our financial surpluses, and rebuild morale within our volunteer base.

Today, we are experiencing a variety of opposing concerns between societies.  Examples include who owns what technical areas and how IEEE revenue gets divided fairly.  My background in building business relationships and partnerships should be beneficial here, and I would appreciate the opportunity to serve the Institute in a role where I could broker better working relationships between Division VI and the other divisions, societies and councils, TAB, paid staff, and IEEE's Board of Directors.
