Roberto was a Fulbright Scholar at the University of Southern California, Los Angeles, where he earned his PhD-EE degree. Since 1978 he has been on the faculty of the Catholic University, Rio de Janeiro, having held several leadership/administrative positions including Associate Academic Vice President. Dr. de Marca also held visiting appointments in universities and industrial laboratories in Europe, Asia and North America. Twice he served as Scientific Consultant with AT&T Bell Laboratories.

As National Research Council Scientific Director, he authorized the startup money for the national research network paving the way to the widespread Internet use in Brazil. Dr. de Marca was a delegate to several ITU meetings where the wireless 3G specifications were developed. He sits on the advisory committee of Finep, the largest Brazilian research and innovation funding agency.

Roberto was the founding President of the Brazilian Telecommunications Society and is a member of the Brazilian National Academy of Sciences.

IEEE Accomplishments

  • As an IEEE Board and TAB Member ,I supported conservative fiscal policies, whose value is now apparent. I also proposed more than 20 successful Board motions. 
  • As IEEE VP – Technical Activities I strengthened relations with other IEEE organizations to address Society membership decrease and development of joint services; established an industry leaders committee to improve the quality of IEEE products for practitioners; launched development of IEEE's technology roadmap; stimulated creation of an RFID Technical Committee and triggered changes in the Society/Council performance review process. 
  • During my term as President , the IEEE Communications Society achieved its highest membership; partnered with other organizations to offer new conferences, publications and services in key technologies such as Internet, optical networking and wireless communications; added new web-based services; launched the first Global Chapter Chair Congress; had a five-fold increase in Distinguished Lecturer Tours and had a record revenue year. 
  • I was one of the leaders of the IEEE Communication Society’s successful globalization process resulting in more volunteers from Regions 7-10 holding Board positions, chairing Conferences and serving on editorial boards.  
  • Under my leadership, the IEEE Audit Committee recommended creation of the Whistle Blower position and prompted the IEEE Standards Association to develop a risk assessment process.

Statement – Times of fast technological changes and economic uncertainty offer IEEE several challenges and opportunities. Continued progress towards IEEE’s vision of engineering the future for the well-being of its members, the profession and humanity requires three related efforts: volunteer engagement and satisfaction; new cost-effective services essential to member careers; and transnational participation and collaboration. If elected IEEE President, I will rely on my diversified professional and volunteer career to:

  1. Develop an environment in which volunteers find enjoyment in their work and can balance their expectations with IEEE business requirements.
  2. Work with industry leaders to identify and launch new IEEE services that benefit practicing engineers and managers.
  3. Foster globalization: greater worldwide participation of members and volunteers; better services across the globe; and appropriate transnational representation in IEEE’s leadership positions and decision-making bodies.
  4. Create opportunities for young professionals to participate in IEEE activities and grow into leadership positions.
  5. Promote business models within IEEE that enhance the membership and financial success of both IEEE and its component societies and regions.
  6. Partner with staff to reduce IEEE infrastructure costs and identify novel revenue streams. Improvements in business efficiency will enable additional cost-effective services to members worldwide.
  7. Promote cooperation across IEEE units to address and advance emerging technologies.
  8. Strengthen IEEE’s already successful Standards development activities.
  9. Enhance the public visibility of member and volunteer achievements and the benefits to society that result from IEEE activities.
  10. Maintain the quality of IEEE products and integrity of its brand.

Moshe Kam (Ph.D., P.E.) is Department Head and Robert Quinn Professor of Electrical and Computer Engineering at Drexel University.  He leads Drexel’s Center for Excellence in Information Assurance Education, and directs the Data Fusion Laboratory – a research laboratory founded 20 years ago to investigate radar target classification.

Kam's professional interests are in wireless communications, robotics and navigation, detection and estimation, and engineering education. His research has been supported by the US National Science Foundation (NSF), DARPA, ONR, CERDEC, Lockheed Martin and GlaxoSmithKline. 

Kam received his B.Sc. degree in 1977 (Tel Aviv University), and his M.S. (1985) and Ph.D. (1987) degrees from Drexel University, all in electrical engineering.  He is an IEEE Fellow "for contributions to the theory of decision fusion and distributed detection" (2001) and a recipient of an IEEE Third Millennium Medal. He served as an NSF Presidential Young Investigator (1990-1995) and is a Professional Engineer licensed in Pennsylvania.

IEEE Accomplishments – Development of new IEEE pre-university education programs – including introduction of www.TryEngineering.org, an educational portal for 8-18 year olds, their parents and teachers. This is the premier source on pre-university education in engineering and computing (available in 7 languages and 33 countries; developed in cooperation with IBM).

Worldwide expansion of IEEE’s Teacher In-Service Program (TISP) , which trains IEEE volunteers to work with pre-university teachers of Science and Mathematics.  TISP introduces more than 100,000 students every year to engineering and engineering design.  Sessions were conducted in Argentina, Canada, China, Malaysia, Peru, Russia, South Africa, Uruguay, and the United States.

Expanding IEEE activities in academic program accreditation worldwide; creation of on-line accreditation resources (www.Accreditation.org).

Introducing a new membership grade: the Graduate Student Member (GSM) grade recognizes the growing number of graduate students in the IEEE membership, and enables new services and products for them.

Simplifying membership renewal: eliminates layers of bureaucracy and makes the annual membership renewal (as well as joining IEEE) quicker and more efficient.

Leading the effort to merge IEEE with the Electrical and Computer Engineering honor society Eta Kappa Nu.

Improving internal standards, oversight and financial monitoring – as IEEE Audit Committee Chair, improved compliance with the Sarbanes-Oxley Act (2002).

Statement As President my goals will be to:

  • Ensure IEEE’s health in the face of global economic challenges 

Focus IEEE on core activities, increase responsiveness to markets, renew and strengthen IEEE’s ties to members and customers, and seek strategic alliances that will strengthen IEEE in the long run.

  • Increase the value of membership

Provide members with more choices in selecting membership options and services. Allow more freedom in deciding which IEEE activities and subscriptions members support, participate in (and pay for).

Expand opportunities for member networking, career building, and employment assistance.

  • Develop publications and services for practicing engineers

Introduce IEEE Application Notes, Technology News feeds, application-focused papers, and introductions to technical standards.

Develop on-line educational modules and certification programs in rapidly-developing new technologies.

  • Enhance the profession’s public image and expand pre-university educational activities

Improve public understanding of the contributions of engineering, technology and computing, and increase the propensity of young people to select them as career paths.

  • Expand IEEE’s reach beyond our traditional disciplines

Recruit, as members, professionals who did not graduate from academic programs traditionally associated with IEEE, yet work in our fields of interest (including multimedia, entertainment technology, life sciences, and bio-medical applications).

I have served IEEE as Vice President, Board of Directors Member, Region Director, and Section Chair.

I know how IEEE works, how to encourage and implement change, and how to promote wide participation and build consensus.

I plan to move IEEE forward forcefully and with a strong sense of purpose.

Joe Lillie received the B.S. in Electrical Engineering (1974) and the M.S. in Telecommunications (1997) from the University of Southwestern Louisiana.  He has 36 years experience in telecommunications engineering and management.  Joe was employed by BellSouth Telecommunications from 1973 to 2002 holding positions of Design Engineer, Planner, District Support Manager, Engineering Manager and Planning Manager.  Joe retired in 2002 as a member of the Louisiana BellSouth Staff providing engineering and construction support. He then joined NorthStar Communications Group where he served as the Director of Corporate Quality.  In September 2005 Joe returned to BellSouth (now AT&T) working on Hurricane Katrina restoration. Joe continues to provide engineering support to AT&T.  During his professional career Joe has attended numerous training sessions on telephony, management, leadership, contract administration, and quality management.  Joe has been married to Debbie for 37 years. They have two children, both Electrical Engineering graduates of ULL and five grandchildren.

IEEE Accomplishments – My IEEE accomplishments are team accomplishments.  The IEEE is a large, broad, diversified entity with many active volunteers.  My approach to managing change, process improvement and issue resolution during my 37 years of volunteer involvement has been to bring members together to provide input and develop proposals to improve IEEE.  The diversity of our members is one of our greatest assets and by using the team approach we are able to utilize this diversity to benefit all members.  These team accomplishments include the following:

  • Working with the IEEE Finance Committee and the various finance related committees we have made numerous process changes that have resulted in improved financial management of the member assets.  These changes have served us well in the recent past; however, additional work is required. 
  • Working with several committees we have developed and deployed professional development programs worldwide.  Professional development conferences, seminars, programs and presentations have resulted from this activity and have assisted the members with career and skills development opportunities. 
  • Working with the various Organizational Units we have created member engagement and educational opportunities that will enhance the career of our members.

I will continue to use this approach in my future active volunteer involvement.

Statement – I have had the privilege of serving in IEEE leadership positions for several years.  This service has allowed me to meet with members from all parts of the world and I have learned tremendously from these meetings.  It is clear that we are a diverse group of individuals with diverse needs but with a common goal of serving the profession.  By working together we can meet the needs of the members, improve the IEEE and at the same time accomplish our core mission of fostering technological innovation and excellence for the benefit of humanity.

We are the largest technical professional society in the world but we must change to maintain this elite status.  To accomplish this change it is important that we focus on the member by providing a better overall member experience, increase member engagement opportunities, and improve member benefits.  If we establish the proper focus we can grow the overall membership while at the same time grow society membership and increase overall society participation.

It is also necessary that we change the way we run the business of the IEEE.  This change can be accomplished by a proper focus on the operation which must include overall reduced costs, proper staff development and elimination of duplicated services.  Once this is accomplished we can reduce the cost of membership and provide improved member services.

I look forward to the opportunity to continue to serve you the member and utilize TEAM IEEE to enhance the IEEE for the benefit of humanity.
