IEEE Annual Election Petitions

In accordance with IEEE Bylaw I-308.9, individual voting members may propose, by petition, names to be added to the ballot for the offices that appear on the IEEE Annual Election ballot.  


Who is petitioning?

Petitioning for the 2009 IEEE Annual Election ballot has begun.  There are no petition candidates on the 2008 IEEE Annual Election ballot.

 


Sign a Petition

Any IEEE eligible voting member who wishes to sign such petition(s) may do so by clicking on the "Sign electronic petition" link or download the paper petition form.  Petition signatures for the 2009 annual election ballot must be received by IEEE Corporate Activities by 12:00 noon EDT USA (16:00 GMT) on Friday, 12 June 2009.

Paper petition forms: Please download and sign the paper petition form.  Only original petition forms received by IEEE Corporate Activities will be counted.  Instructions to returning the petition form are on the form.  


Petitioning Requirements

Eligibility

IEEE staff will verify that the individual who wish to petition meets the IEEE membership(s) requirements.

 

Deadlines

1 May of the year preceding the election and no later than 15 April of the year of the election - individual voting members who wish to circulate a petition shall submit a petition draft to the Board of Directors

Not earlier than 15 May of the year preceding the election - the petitioner may circulate the petition and collect signatures

Friday preceding 15 June of the year of the election, 12:00 noon EDT USA (16:00 GMT) -  The completed petition is submitted in a letter to the Board of Directors, to be received by IEEE Corporate Activities.  All petition signatures (paper and electronic) must be received by IEEE Corporate Activities.  Signatures received after the deadline will not be counted.

Friday preceding 15 June and 1 August of the year of the election - Approval of ballot

 

Petition Signatures Required

The previous year's IEEE Annual Statistics as of 31 December is used to determine the count of eligible voters for a specific election category.  Per IEEE Bylaw I-308.9, petition signatures required are calculated by using this formula:

  • For all positions where the electorate is less than 30,000 voting members, signatures shall be required from 2% of the eligible voters.
  • For all positions where the electorate is more then 30,000 voting members, 600 signatures of eligible voters plus 1% of the difference between the number of eligible voters and 30,000 shall be required.

The exact number of signatures required for a specific petition may normally be obtained from IEEE Corporate Activities by 15 February of the year of the election.  As signatures are obtained, they should be submitted to IEEE Corporate Activities Department, in advance of the deadline date for petitions, in order for staff to begin the verification process.  

A signature is considered valid if the signer is eligible to vote for the office sought by the proposed candidate at the time the signature is submitted to IEEE Corporate Activities.  Otherwise, the signature is considered invalid.

IEEE staff will work with the petitioner on the paper petition form and electronic petition website.

Text used on the petition forms:

I (We), the undersigned, petition to add (Name of Petition Candidate) to the (Year) IEEE annual election ballot for the position of (Position) for the term (Years). I (We) certify that to the best of my (our) knowledge, I (we) am (are) eligible to vote for this position in the next IEEE annual election.

Note: This petition is not being signed nor circulated any earlier than as specified in IEEE Policy 13.7 and will only be accepted if received by IEEE Headquarters by the date and time specified by the same policy. All members who sign this petition must be voting members in good standing at the time their signatures are received by IEEE Headquarters.
