Moshe Kam (Ph.D., P.E.) is Department Head and Robert Quinn Professor of Electrical and Computer Engineering at Drexel University.  He also leads Drexel’s Center for Excellence in Information Assurance Education, and provides technical coordination to project ACIN (Applied Communication and Information Networking), funded by the US Department of Defense.

Kam's professional interests are in wireless communications, robotics and navigation, detection and estimation, and engineering education. Sources of funding for his research include federal agencies as well as private industry – the US National Science Foundation (NSF), DARPA, ONR, Lockheed Martin and GlaxoSmithKline. 

Educated in Tel Aviv University (B.Sc. 1977) and Drexel University (M.S. 1985, Ph.D. 1987), Kam is a Fellow of IEEE "for contributions to the theory of decision fusion and distributed detection" (2001). He is also a recipient of an IEEE Third Millennium Medal and an NSF Presidential Young Investigator (1990). Kam is a licensed Professional Engineer registered in Pennsylvania.

IEEE Accomplishments – Massive expansion of IEEE’s pre-university education programs – including the setting up of www.TryEngineering.org, designed for 8-18 year olds, their parents and teachers.  This is now the premier source of pre-university education on engineering and computing (7 languages, 33 countries).

Significant expansion of IEEE’s Teacher In-Service Program , training IEEE volunteers to work with pre-university teachers of Science and Mathematics.  The program touches the lives of thousands of students every year, and was introduced into many new venues around the world, including student branches.

Expansion of IEEE activities in academic program accreditation in the United States, China, Peru, and the West Indies, see www.accreditation.org.

Initiating a new membership grade, the Graduate Student Member (GSM). This new grade recognizes the growing presence of graduate students in the membership, and enables new and better services and products for them.

Simplifying the process of joining IEEE and renewing membership.  Working with like-minded fellow volunteers to eliminate layers of bureaucracy from these processes and make the experience more efficient and straightforward.

Increasing the cooperation between IEEE and the Electrical Engineering honor society Eta Kappa Nu.

As IEEE Audit Committee chair, improving internal standards, oversight and financial monitoring activities in the aftermath of the Sarbanes-Oxley Act (2002). 

Statement – IEEE has become strong and important for two basic reasons: (1) maintaining leadership at the forefront of science and technology, and (2) attracting members and volunteers who benefited from opportunities to learn, network, and enhance their careers.

As President I will strive to maintain and enhance IEEE’s leadership by focusing on the following priorities:

  • Grow IEEE into new technical fields, especially the interface between Life Sciences, Engineering, and Computing 
  • Increase membership value by developing more flexible subscription opportunities to electronic publications, standards, continuing-education modules, on-line tutorials, and conference proceedings 
  • Expand outreach programs for pre-university students (and their parents and teachers) to increase the appeal of Engineering and Computing as career paths 
  • Develop publications and services for practicing engineers (many of whom find limited value in our current publications) 
  • Develop powerful certification programs to enhance member careers 
  • Conduct a vigorous campaign to increase visibility of the profession and of IEEE in the eyes of the public.

I am an engineer and engineering educator with substantial experience as a practitioner.  I have served as an IEEE volunteer at all levels, including as Region Director, member of the IEEE Board of Directors, and Vice President for Education.  I understand how IEEE works, how to foster and implement change, how to build consensus, and how to work with members, volunteers and staff members of different backgrounds, experiences and objectives.  I always encourage wide participation in planning and deliberations, data driven decision making, and energetic implementation of decisions and initiatives.

Mr. Pedro Ray successfully completed the Harvard Business School OPM program, class of 2001. He received his BSEE and MSEE degrees from Georgia Tech.  He is a licensed professional engineer.

He is President of Ray Engineers, a professional services corporation with over 90 employees.

He is also Owner and President of various corporations dedicated to the development of commercial and residential real estate projects.

He was Chief Examiner in charge of revision to the Puerto Rico Electricity Pricing Structure (2000), and was named Puerto Rico’s Electrical Engineer of the Year 2000. He was awarded 2005 IEEE PES Chapter Outstanding Engineer Award.

Mr. Ray is also a member of the Young Presidents Organization (YPO), a group of 10,000 young leaders from around the world.

IEEE Accomplishments – Under my leadership as IEEE Treasurer (2003-2004), we turned two years of consecutive losses (2001 & 2002) into two years of gain, for a total of US$47.6 million in operational surplus.

Under my leadership, we proposed that the Institute should have a goal of 50% of its budget as reserve, and we set a 10-year plan to reach that goal. The goal was achieved in only four years.

I proposed and received Board of Directors’ approval of a 1% spending rule by which Organizational Units could spend up to 1% of their reserves, provided that their reserve was at least 50% of their budget, and that they maintained a balanced budget.

As Vice President RAB, I recognized the need to better serve the members. Therefore, I proposed and guided the effort to create the new Membership Business Unit, resulting in a complete re-engineering of the RAB into a member-centered organization.

During 2001, RAB and TAB reached an impasse regarding RAB’s budget collection. I negotiated a compromise which led to a bylaw approval for the allocation of 12% of member dues to Regions, Sections and Chapters. The remainder of the RAB budget would go through the normal budgeting process.

Statement As President my goals include:

Make Membership Affordable.

  • Repackage offering to our members to include training programs and Xplore downloads at a new tier price.
  • Create an affordable membership tier for developing countries.
  • Will be revenue neutral to the Institute.

Products and services for Practitioners.

  • 70% of our members are not from academia. We must develop products and services specifically targeted to practicing engineers.

Make Societies more agile.

  • As our main source of IP and revenues, we need to look at the way we are doing business and propose changes to make societies more responsive to emerging technologies and the changing environment.
  • Merge technical fields such as medicine, biology and engineering.

Grow our Training Programs.

  • I will push for the proliferation of Expert Now and certification programs.

Expand our International Business.

  • We must expand into India as a natural market for our products and services.
  • We must continue the China initiative.
  • As we expand we must develop a process to collect our dues in local currencies.

Expand IEEE.tv.

  • Make this the next vehicle of communicating with our members.
  • Take this mainstream and push to have multiple channels to attract the attention of all segments of our membership.

I have served 6 years as an IEEE Board Member.

I have the depth and familiarity with the IEEE structure, strengths, vulnerabilities, governances, staff, and volunteers to make the necessary impact to bring the IEEE to the next level.
