Keith B. Brown KEITH B. BROWN, PH.D., P.ENG.

Keith Brown is a senior engineer with Ontario Power Generation’s Nuclear Division and an adjunct professor of electrical and computer engineering at Ryerson University, Toronto.  He has performed research and development in short-range radio frequency communications and also had the unique and rewarding experience of having served 15 years with the Canadian Forces; retiring from active duty in 2003.  He holds degrees in mathematics and physics, advanced degrees in electrical and computer engineering (MSc’99, PhD’03), and a diploma in business management, all from the University of Alberta.  He has published in excess of 23 technical documents and maintains a keen interest in the application and development of advanced instrumentation.  Dr. Brown is a Senior Member of the Institute of Electrical and Electronics Engineers, a Member of the American Society of Mechanical Engineers, and a licensed professional engineer in both Alberta and Ontario.

IEEE Accomplishments – None of the accomplishments below would have been possible without the assistance and dedication of my fellow volunteers: 

In 2005-06, as Northern Canada Section Chair:  

  • Established the highly successful and now bi-annual Electrical Safety, Technical and Mega Projects Workshop.
  • Strengthened cooperation with neighboring Sections allowing for the sharing of resources to attract and invest in high profile conferences resulting in significant long term gains.
  • Two Section sustained growth awards.
  • Elevated ~4% of the Section membership from Associate Member to Member, 6 new Senior Members and 2 new Fellows.

In 2007-09, as Central Canada Area Chair:  

  • Overseeing a revival in the cooperation and collaboration between neighboring Sections and an increase in volunteer motivation and retention.
  • Two IEEE milestones granted. 
  • Supporting the student membership by being a returning judge for the IEEE Canada Telus Innovation Award.
  • More than 81 new Senior Members and 13 new Fellows.

Statement – It is my goal to bring more energy and enthusiasm to the Region, its members and volunteers as Region 7 Delegate-Elect/Director-Elect.  I am confident I can serve the needs of our members based on my industry experience as well as my IEEE involvement, having lived and volunteered in two of the three geographical areas within IEEE Canada.

IEEE Canada has been very successful – but we can do better.  As Delegate-Elect/Director-Elect, my goals are:

  • Work with the Sections, chapters and student branches to support their goals and objectives. 
  • Grow the membership by promoting opportunities for our members and volunteers to expand and maintain their professional networks. 
  • Build a sustainable leadership team where the members and volunteers increasingly find value and enjoyment through their involvement within the organization. 

My varied experience and insight makes me ideally suited to represent Region 7 as Delegate-Elect/Director-Elect and I would be honored to serve in such a capacity.

Maike Luiken obtained her Staatsexamen in Mathematics and Physics from the Technical University in Braunschweig, Germany (1979) and her Ph.D. in Physics from the University of Waterloo (1982).

Maike has over 30 years of professional experience in teaching, research and educational administration, community and network building and especially in connecting industry partners, government agencies and researchers in advanced technology projects. She has worked in both the public and private sectors in Canada, the USA and Germany.

Maike is a founder of the Ottawa Photonics Research Alliance (OPRA), the Ottawa Wireless Research Alliance (OWRA) and is a member of numerous boards including Unmanned Vehicle Systems (UVS) Canada.

Her areas of expertise include sustainable development, advanced data communications, leadership and management of research projects in College and University environments, development of educational simulations and leading edge on-line learning modules

Maike is a SMIEEE and a Fellow of the Engineering Institute of Canada.

IEEE Accomplishments – For all accomplishments I gratefully acknowledge the collaboration and support from many fellow volunteers.

As volunteer with the IEEE Ottawa Section,

  • Organized an intensive workshop series for displaced high tech workers,
  • Participated as treasurer in the setup of on-line paid registrations for Section events,
  • Engaged local and international presenters from academia, industry and government laboratories for 20+ workshops – often attracting over 100 attendees – with LEOS and ComSoc/BTS Chapters,
  • Helped form the Ottawa WIE Chapter,
  • Received, as Chair, the RAB Outstanding Large Section Award for Ottawa Section, 2005,
  • Supported conferences.

As RAB Student Activities Committee member proposed the framework for the definition of our Graduate Student Member grade.

Commenced negotiations with TELUS for the annual “IEEE Canada – TELUS Innovation Award” for R7 student members, defining the competition parameters together with student representative, Lori Hogan – first prize CAD$10,000.

As Chair, IEEE London Section,

  • Enabled a dramatic increase in Section activities for our members and guests: in London, Sarnia with much improved attendance and networking, including industrial participation,
  • Built partnerships with: ISA, PEO, OACETT,
  • Initiated the on-going Sustainability Seminar Series, 2006,
  • London Section received the IEEE Canada Exemplary Small Section Award, 2009.

Statement – IEEE members are at the forefront of science, technology and applications development and are vital to meeting our evolving technological and societal challenges – like global warming – and to enabling a sustainable future for all.

As Region 7 Delegate-Elect/Director-Elect, I shall contribute to the IEEE missions by:

  • Enhancing the members’ experience by advocating activities inclusive of all members, industrial and community partners,
  • Supporting the Sections in providing locally accessible activities of interest and relevance to members’ careers and professional development,
  • Enabling a very satisfactory IEEE volunteer experience through support, training and recognition,
  • Enhancing the visibility, branding, and impact of IEEE through increasing collaborative activities between industry, business, organizations, academia and IEEE,
  • Promoting the use of advanced communications technologies for member activities,
  • Promoting and supporting two IEEE Canada conferences and local IEEE conferences and workshops,
  • Engaging the public through IEEE activities,
  • Practising prudent financial responsibility.

Representing the interests of the IEEE Canada members, I will make our voice and concerns heard nationally and internationally.

Marcelo Mota holds a Bachelor's degree in Electrical Engineering from the Federal University of Bahia, Brazil, and a Master degree in Business Administration (MBA) from the University of Warwick, England. He joined the Greater Toronto Airports Authority in 2001 and currently holds the position of Director, IT Programs. Marcelo has a total of 27 years of experience in the IT, Energy, Government, and Consulting industry. He was the Director of Business Development and Operations & Technical Support of a provincial information technology company. Prior to this, Marcelo spent 17 years at a large hydro company, holding the positions of Head of the Corporate Strategic Planning Division, General Manager of the Tenders & Contracts Department, General Manager of the IT Department, Regional Manager of the Metropolitan Area, and Head of a number of Engineering Divisions. He is also a Project Management Professional certified by the Project Management Institute.

IEEE Accomplishments – My dedicated services to IEEE Regions 9 and 7 in the above positions have helped leverage the contributions of IEEE geographic units in several countries. Also, as 1997-98 Chair of the EAB Transnational Committee concurrently with my work as RAB Board Member, I led the planning process for the provision of transnational member service and promotional activities in Regions 7 (Canada), 8 (Europe, Middle East and Africa), 9 (Latin America) and 10 (Asia and Pacific) specifically tailored to each Region.

I am a recipient of both the IEEE Third Millennium Medal for remarkable volunteer services and the IEEE MGA 2008 Larry K. Wilson Transnational Award for 20 years of significant contributions to the development and promotion of global activities and services to IEEE members.

The positions that I held in other engineering and sister associations (PMI – Project Management Institute; CREA – Regional Council of Engineering, Architecture and Agronomy; CEB – Bahia Engineering Club; Partners of America – Bahia/Pennsylvania Chapter) while volunteering for IEEE gave me the means to build bridges and maximize resources and efforts applied to joint events that immensely benefited all organizations.

I am the author of a number of articles and technical papers published by local, national and international seminars.

Statement – After working diligently for 20+ years to ensure that the Institute keeps providing its members with value, I have accumulated a great amount of administrative experience and operational acumen related to IEEE operations. This, together with my relevant technical and business career, will set me up for success in serving the IEEE Canadian members. In being elected, I will:

  • Stimulate and empower Sections to be more active in creating the local environment for one of IEEE’s most important services: members networking with their peers and sharing knowledge and ideas. 
  • Encourage and seek more and stronger partnerships with other professional associations. The use of Technical Cooperation Agreements signed with local and national societies and governmental agencies to conduct joint initiatives will be the tool to implement this partnership goal. 
  • The growth and sustainability of the IEEE – and its Regions and Sections – depends on its capacity of being perceived as a source of knowledge and influence. The establishment of a set of policies and projects concerning positioning and outreach will also be a priority.
