Dr. Kim has managed for nine years the Global Standards & Research team at Samsung Electronics.  His standards activities have been focused on developments in 3G, open mobile and broadcasting convergence services and IEEE 802.16 (mobile WiMAX) standards evolution for IMT-Advanced. He serves in several global and regional standards leadership positions.  He is Chairman of APT Wireless Forum and Vice Chair of 3GPP2 Steering Committee.  He completed two-terms (1999-2007) as a Vice Chair of ITU-T SG 19.  Prior to joining Samsung Electronics, Dr. Kim had 20 years wireless standards/regulatory experience in the USA, which included R&D Manager at GTE Corporation and ITU-R Program Director at INTELSAT, Washington, D.C.  He holds B.S. from Seoul National University, Korea in 1972, M.S. from Rutgers University, NJ, USA in 1976 and Ph.D. from Duke University, NC, USA in 1978, all in E.E.

IEEE Accomplishments – Dr. Kim first joined the IEEE in 1977 as a student member and as a member of the Standards Association (SA) in 2006.  He has been a Senior Member of IEEE since 1986, presented more than 50 technical papers in the IEEE and other conferences as an invited speaker and panelist.  Since 2005, he has led technical contributions to the IEEE 802.16 Working Group as a voting member.  He was instrumental in leading his standards team for the successful completion of IEEE 802.16e (mobile WiMAX) standards, which was finally adopted as ITU IMT-2000 technology standard in 2007. With his regional and global standards leadership, he will continue contributing to SA Board of Governors for the global adoption of IEEE standards.

Statement – As a member of the IEEE SA Board of Governors (BoG), I will continue to lead the initiatives to maximize the global adoption of the standards that IEEE develops.  Currently I am involved in overall activities of IEEE 802 evolution standards toward ITU IMT-Advanced.  I have a strong belief that IEEE is internationally recognized as a source for high-quality standards that are technically and market relevant.  Of course, some countries still favor national standards based on their own technologies. However it is against our global market creation and expansion. As a member of the SA Board of Governors, I will continue with my regional/global standards leadership to make IEEE’s reputation for open, high-quality standards remains stronger and IEEE standards for more global adoptions.

Stan Moyer (stanm@research.telcordia.com) is Executive Director and strategic research program manager in the Applied Research area of Telcordia Technologies, where he has worked since 1990. Currently, Stan is the product manager for the Telcordia Mobile Messaging and Application Solution, a hosted service for mobile marketing and affinity messaging and mobile web applications.  In the past, he has led research and business development activities related to digital content services and home networking.  On these and other topics, Stan has been a frequent speaker at industry events, conferences, and standards meetings. Stan is currently president of the OSGi™ Alliance, an industry consortium creating specifications for the managed delivery of networked services. 

Stan received his M.E. degree in Electrical Engineering from the Stevens Institute of Technology, Hoboken, NJ (1990), his B.S. degree in Engineering Physics from the University of Maine (1987), and an MBA in Technology Management from the University of Phoenix (2004).

IEEE Accomplishments – As IEEE Communications Society treasurer I coordinated the process of establishing and managing a US$16M budget for the society that ended each year with a surplus.

As a member of the IEEE Communications Society Standards Board I oversaw the creation of four new ComSoc sponsored IEEE standard working groups and developed a good understanding for how IEEE SA can work with new organizations to develop standards.

My participation in the IEEE Technical Activities Board Finance Committee has provided me visibility into the best practices, activities, and needs of other societies.

As IEEE Multimedia Communications Technical Committee chair, I grew the size and increased participation of the committee.  This experience provided me a good understanding of IEEE’s core constituency — its technical folks.  As committee chair I also worked with three other IEEE societies on a joint publication, IEEE Transactions on Multimedia, and the jointly sponsored conference, ICME — gaining more experience on the pros and cons of collaboration between organizations.

My role as president of the OSGi™ Alliance has given me a lot of experience in both standards (as an industry consortium) and running a board consisting of several large companies where compromises often must be made to reach consensus.

Statement – A main challenge currently facing IEEE is maintaining relevance to the practicing engineer.  I believe IEEE SA can uniquely address this need.  Standards is an area that is important to practicing engineers as companies and governments deploy systems and technologies that are based on open standards.

There needs to be a focus on standards with real market needs and that meet a market demand (i.e., not addressed by other standards bodies), I believe my background running a commercial applied research program that must justify research topics based on relevancy and market potential provides me with the necessary background and expertise for establishing criteria needed to evaluate the worthiness of proposed standards.

My experience in forming research collaborations and liaisons between the OSGi™ Alliance, an industry consortium of which I am president, and other related organizations will be useful in guiding the formation of collaborations between IEEE SA and other groups.



James R. Williamson JAMES R. WILLIAMSON

James Williamson is Vice President of the Technology Standards Office of Sony Electronics, Inc.  In this position, he is responsible for all standards activities and related technology and policy efforts for the U.S. Electronics Business.  He is also responsible for Sony’s participation and oversight of U.S. participation in International Organizations including ISO and IEC (which includes the TC-100 chair position currently staffed from the Sony Standards Office). In this capacity, he is currently serving on ANSI’s U.S. National Committee for IEC (2006-2008).

Preparing for his 27 years of experience, Williamson received his BSEE degree from California State Polytechnic University at Pomona, California.  He has served on various committees within the Consumer Electronics Association (CEA) including the Technology Standards Council, and the International Advisory Group.  He is currently a member of the Board of Directors of ATIS, and is serving on the Standards Policy Committee of ITI.

IEEE Accomplishments – I have been a senior member of the IEEE, first joined the IEEE in 1982, and joined the Standards Association in 2004.  I have been involved in the early stages of both the IEEE-ISTO and Corporate membership programs, and entity standards development.  In these early stages we developed the initial policy and procedures for entity based standards development.  In 2004, I was part of the first Corporate Advisory Group and remain so through the end of this year.

During this tenure, I have helped the Corporate Advisory Group with numerous International Outreach efforts and have most recently hosted the IEEE Japan Seminar held at Sony Headquarters in Tokyo, Japan.  Speakers included both Japan Ministries, as well as over 300 attendees who registered.

I look forward to continuing my involvement with the IEEE by serving as a member of the Standards Association Board of Governors.

Statement – The IEEE is an internationally recognized source of high-quality standards that are both technically relevant and market driven.  As a member of both the IEEE-ISTO and the IEEE Corporate Advisory Group, I have worked to ensure that this reputation is maintained with a fair, open standards development process which is efficient, streamlined and meets the needs of industry.

As a member of the Standards Association Board of Governors, I will continue this work to ensure the IEEE’s reputation for open, high quality standards is maintained and I will strive to provide the voice of industry into the process.
