Richard Hulett has 35+ years experience in engineering, R&D, marketing, and technical management. After graduating from Stanford University, BSME (1964) and MSME (1965), he worked for Raychem Corporation on performance rating and developing long-term reliability for self-regulating heating cables. As Technical Director in the 1980s, he led a technical effort to increase safety of electrical heat tracing systems in industrial applications. After joining Thermon Manufacturing in 1994, he has worked on characterizing new metal alloy heat tracing capabilities and advancing conductive polymer heating technology.

Mr. Hulett is currently Co-Chair of IEEE 515, and a member of IEC TC31 MT18. In 2000, he received the IEEE Standards Medallion and in the following year was awarded the David C. Azbill Award for extraordinary contributions to PCIC sponsored standards. Mr. Hulett has been on the IEEE Standards Board since 2001.  He has authored/co-authored 10 technical papers and holds two patents.

IEEE Accomplishments – As Chair of WG 515 in the mid-1980s, Mr. Hulett’s vision was for IEEE 515 to become the recognized industry standard and the basis for future worldwide standards. He directed the Working Group to review all existing major worldwide approval requirements and standards. He then led the WG in selecting the most meaningful tests and respective test criteria. IEEE 515 is now the US national standard for Electrical Resistance Heat Tracing. It also has become the basis for CSA 130.03 and IEC 60286.

In the year 2000, metric units only became the requirement for all IEEE standards. This caused a problem for a number of PCIC sponsored standards with primary users of the standards not familiar with metric units and with associated code requirements that were also only in inch-pound units. Mr. Hulett worked with the IEEE Standards Board and was successful in establishing the acceptance of dual units for these cases making it possible for these IEEE standards to serve industry.

In the 10 years that Mr. Hulett served as IEEE/PCIC Standard Subcommittee Chair, interest and involvement in standards development were fostered. PCIC sponsored standards doubled in number.

Statement – We are in a time of change with rapidly emerging technologies, dwindling standards support in some Societies, and competition in worldwide standards. Some of the challenges we face are:

  • How to add structure and procedures to reduce potential for anti-competitive behavior yet not make standards development onerous for our volunteers.
  • How to facilitate and accelerate standards development with the electronic/communication technologies currently available.
  • How to service all of our Technical Societies in this time of change.
  • How to maintain and enhance IEEE’s position in worldwide standards.
I have been involved with standards over the spectrum of development in Working Groups both US and international to governance in the Standards Board. I will use my experience to address these and other upcoming challenges on the Standards Association Board of Governors and seek your vote.

He began his career with Allis-Chalmers (now Siemens PT&D) in 1968.  He has held various positions in the Switchgear operation, including application engineering, marketing, components merchandising, materials, and design engineering.  Since 1999, he has been Manager of Technology, responsible for consulting on technology, standards, and market requirements for medium voltage metal-clad switchgear, motor control, and retrofit products.

He is a major participant in several standards developing organizations for switchgear and medium voltage control products.  He has been active in the IEEE PES Switchgear Committee since 1994, including the Switchgear Assemblies and LV Switchgear Devices subcommittees.  He serves on numerous working groups, with chair or vice-chair positions in several.  He is a member of the USNC TAG for IEC TC17, SC17A, SC17B, and UL STP1558.

He has co-authored papers for the 1991 and 2003 IEEE PCIC conferences, the 2001 IEEE PES T&D conference, and for IEEE PES Transactions in 2004.

Statement – I am a candidate for Member-at-Large of the IEEE-SA Board of Governors for the 2008-2009 term.  As a participant in the IEEE process of creating standards for many years, I appreciate the intricacies of moving a standards project through the entire process.  As a member of the Standards Board from 2004-2006, and of NesCom from 2004-2007, I have worked to make the process more transparent, particularly for the first-time working group chair.  I have served as a mentor on a number of projects involving several sponsor committees, to help the sponsors obtain approval of PAR submissions in NesCom.  I have served in a similar role for a number of projects sponsored by the Switchgear Committee of the Power Engineering Society.  If elected to the Board of Governors, I intend to work further to make the Standards Association a more user-friendly organization.
