Dr. Epstein is a nationally known leader in telecommunications and electronics systems.  As Senior Vice President at QUALCOMM, he supports the development of wireless terrestrial and satellite communications products. He is involved in technology development, program management, R&D strategy, Government policy development, technical standards and strategic alliances.

He is on the Boards of ATIS, TIA and the CDG, the Steering Committee of 3GPP2 and the US delegation to ITU Working Party 5D. He has been a member of the MIT Corporation.

Prior to joining QUALCOMM, Inc., Dr. Epstein was Deputy for Communications, Command, Control and Intelligence (C3I) in the Office of the Secretary of the Army, where he guided the Army’s electronics research and development programs.

Dr. Epstein received the B.S. and M.S. degrees in Electrical Engineering from MIT and the Ph.D. degree in Electrical Engineering from Stanford University.

Dr. Epstein has 21 publications and 1 patent.

IEEE Accomplishments – Key accomplishments in the IEEE-SA have been my bringing to the IEEE essential perspectives of manufacturing, intellectual property rights matters, international and government activities and the standards processes of non-IEEE organizations. My IEEE volunteer efforts actually started in the early 1960’s when I was chair of the Institute of Radio Engineers (IRE, and one of IEEE’s predecessor organizations) Student Branch at MIT.  More recently, I participated for several years in IEEE 802 standardization efforts prior to serving on IEEE-SA RevCom. Subsequently, I have been serving on NesCom, IEEE Standards Board, and the IEEE-SA Awards Committee. I try to promulgate the thesis that the SA should encourage standards by making the process as easy as possible. Standard projects should not have to fight or fear the reviews of their proposals or standards at the SA level. To do this, I specifically encourage the minimization of micro-management and pettiness during RevCom and NesCom reviews.

Statement – It is critical that the IEEE-SA and its Board of Governors receive perspectives in the areas of manufacturing, IPR matters and international and government activities. The world of standards is rapidly changing. Future technical standards will be increasingly affected by changes in standards policies that will be influenced by court rulings in lawsuits, actions of government agencies and rulings of international organizations. Key issues will include the definition of open standards, patent processes and patent rights, the rights of governments to circumvent patent rights policies, and differing meanings attributed to standards in different nations. I will bring to the Board of Governors my long experience in all these key areas, as well as my standards experience in ATIS, TIA, ITU, and the 3G partnership projects.

Stan Moyer (stanm@research.telcordia.com) is Executive Director and strategic research program manager in the Applied Research area of Telcordia Technologies, where he has worked since 1990. Currently, Stan is the product manager for the Telcordia Mobile Messaging and Application Solution, a hosted service for mobile marketing and affinity messaging and mobile web applications.  In the past, he has led research and business development activities related to digital content services and home networking.  On these and other topics, Stan has been a frequent speaker at industry events, conferences, and standards meetings. Stan is currently president of the OSGi™ Alliance, an industry consortium creating specifications for the managed delivery of networked services. 

Stan received his M.E. degree in Electrical Engineering from the Stevens Institute of Technology, Hoboken, NJ (1990), his B.S. degree in Engineering Physics from the University of Maine (1987), and an MBA in Technology Management from the University of Phoenix (2004).

IEEE Accomplishments – As IEEE Communications Society treasurer I coordinated the process of establishing and managing a US$16M budget for the society that ended each year with a surplus.

As a member of the IEEE Communications Society Standards Board I oversaw the creation of four new IEEE Communications Society sponsored IEEE standard working groups and developed a good understanding for how IEEE SA can work with new organizations to develop standards.

My participation in the IEEE Technical Activities Board Finance Committee has provided me visibility into the best practices, activities, and needs of other societies.

As IEEE Multimedia Communications Technical Committee chair, I grew the size and increased participation of the committee.  This experience provided me a good understanding of IEEE’s core constituency — its technical folks.  As committee chair I also worked with three other IEEE societies on a joint publication, IEEE Transactions on Multimedia, and the jointly sponsored conference, ICME — gaining more experience on the pros and cons of collaboration between IEEE organizations.

Statement – A main challenge currently facing IEEE is maintaining relevance to the practicing engineer.  I believe IEEE SA can uniquely address this need.  Standards is an area that is important to practicing engineers as companies and governments deploy systems and technologies that are based on open standards.

There needs to be a focus on standards with real market needs and that meet a market demand (i.e., not addressed by other standards bodies), I believe my background running a commercial applied research program that must justify research topics based on relevancy and market potential provides me with the necessary background and expertise for establishing criteria needed to evaluate the worthiness of proposed standards.

My experience in forming research collaborations and liaisons between the OSGi Alliance, an industry consortium of which I am president, and other related organizations will be useful in guiding the formation of collaborations between IEEE SA and other groups.
