13.4   Use of Funds for Electioneering 

  1. IEEE funds may not be used for IEEE electioneering, except those expenses normally incurred in publicity and arrangements of meetings and those expenses normally incurred in publication of a newsletter or similar periodical.  The same policy is applicable to candidates for office and to proponents and opponents of initiative issues.  Candidates for office, or proponents or opponents of initiatives may be invited to appear at meetings to discuss their position, and may be reimbursed for actual travel expenses by the organizational unit organizing the meeting.

  2. The use of IEEE funds for electioneering purposes in any governmental election is prohibited.
