The Technical Program is the heart of an IEEE conference.  It is a series of presentations delivered at the conference covering a range of scientific areas directly related to the technical scope of the conference.  These presentations are based upon academic papers selected through the paper submission and review process.

The Technical Program Committee is responsible for ensuring a well-balanced, high-quality conference program.  The committee handles all issues related to paper submission, review and selection and the establishment of the final conference program.

Committee members are experts in their fields and may represent different areas within the domain of the Conference.   The size and scope of your conference will dictate the number of members needed for the technical program committee and the functions they perform.

Primary duties of the Technical Program include.

  1. Determining the important dates and deadlines relating to the technical program. (i.e. paper submission, author notification, camera-ready copies)
  2. Aiding the Conference Organizers in obtaining technical co-sponsorship if desired.
  3. Determining strategic issues such as program composition, use of session tracks, acceptance rate of submitted papers, paper review system, etc.
  4. Reviewing the Technical Program Quality Questionnaire (PDF, 226KB).
  5. Overseeing the Call for Papers.
  6. Assigning appropriate reviewers to submitted papers and monitoring the Paper Review Process.
  7. Selecting papers to be presented at the conference.
  8. Ensuring that all paper submissions adhere to the IEEE specifications outlined in Preparing Conference Content for the Xplore Digital Library.
  9. Ensuring all authors or their employers transfer copyright of their individual papers to IEEE prior to publication. Visit Introduction to the IEEE Copyright Form for details.
  10. Organizing the accepted papers into appropriate sessions for presentation at the conference.
  11. Developing the Final Conference Program.
  12. Providing instructions to authors and session chairs.
  13. Communicating with other groups of organizers regarding publicity, exhibits, and set-up.
  14. Coordinating with Publications for the creation of the conference proceedings.
  15. Understanding IEEE's responsibilities with respect to International Traffic in Arms Regulation (ITAR) as well as IEEE's policy for handling manuscripts from authors in embargoed countries based upon rulings of the United States Office of Foreign Assets Control (OFAC).
