PLEASE NOTE Section and Council officers: you are not required to have bylaws, but must operate in accordance with the Member and Geographic Activities Operations Manual. You are permitted to maintain an addendum or separate governance document, particularly if required by local law, using the following process:

  1. A copy of the Section or Council addendum, as agreed upon by the Section or Council ExCom, should be sent  to the Member and Geographic Activities (MGA) Department staff at sec-bylaws@ieee.org.
  2. MGA staff will review the addendum. If the draft complies with the IEEE Bylaws and MGA Operations Manual, then the addendum is sent to the Regional Director for endorsement.
  3. If the addendum includes exceptions, or additions, to the requirements of the MGA Operations Manual, it will be submitted as a request for exception to the Region Director who will present the item to MGA Board for action.
  4. The Section/Council officers will be notified of the outcome.  MGA staff keeps the a copy of the approved document on file.
  5. Sections/Councils with an addendum 5 years old or more will be notified that it should be either reviewed for any necessary updates or should discarded.  If discarded, it should be replaced with the most current version of the MGA Operations Manual.
