Authors who request their papers to be published under a Creative Commons Attribution (CC-BY) license, and who pay the associated Article Processing Charge (APC) as required, will be granted their request. Authors should visit the Creative Commons web page to understand the terms of the CC-BY, which is nonexclusive, applies to all potential users, and grants users rights to distribute and adapt the work without obtaining explicit permission from the author.

Authors should also be advised that, by submitting their papers to IEEE, they will be subject to the publishing policies and procedures of IEEE. For example, they must:

• Warrant that their papers meet the provisions covering originality, authorship, and author responsibilities

• Further warrant that, to the extent their papers incorporate text passages, figures, data, or other material from the works of others, they have obtained all necessary third-party permissions

• Agree to indemnify and hold IEEE harmless from any claim arising out of any content they submit

• Consent to having their work submitted to a plagiarism detection tool and to be bound by IEEE policies concerning plagiarism and author misconduct
