IEEE Signs San Francisco Declaration on Research Assessment (DORA)


 

What is DORA?

Developed in 2012, the San Francisco Declaration on Research Assessment (DORA) is a set of recommendations and principles aimed at improving the way research outputs are evaluated.

The declaration emphasizes the need to evaluate research based on its content, merits, and broader impacts rather than relying solely on journal-level metrics.

It explicitly acknowledges that the Journal Impact Factor has a number of well-documented deficiencies as a tool for research assessment.

It makes several recommendations for improving the way in which the quality of research output is evaluated by publishers, funders, institutions, organizations that supply metrics, and researchers.
