FCS Standing Committee

The May 19 meeting of the Frequency Control Standing Committee convened in Taipei, Taiwan with 13 attendees present and one remote participant. Final financial results for the 2013 Symposium were presented. An update on the 2014 Symposium, commencing the next day, were presented and discussed. Notably, this is the first IFCS at which the pre-symposium Proceedings were completed; the process worked very well, including use of Crosscheck for detection of plagiarism. Some refinement is required to address very short papers, essentially little more than abstracts.

Andrew Ludlow is Chair of an ad hoc committee on proceedings; the key issue is the treatment of symposium speakers who do not submit manuscripts for inclusion in the resulting proceedings. The committee expect to have recommendations at the next meeting of the Standing Committee.

Kurt Gibble lead a discussion of the diminishing participation in Groups 3, 5 and 6. Interestingly, this phenomenon is not seen in the European Frequency and Time Forum (EFTF) statistics. Options were presented and discussed, but no firm strategy was agreed upon in the meeting.

Greg Weaver presented plans for the 2015 Symposium in Denver. Facility contracts are in place; committees are defined as are the schedules and budget. This is a joint symposium with EFTF; formation of the Joint Program Committee is work in process.

In 2016, Lute Maleki will serve as General Chair and Elizabeth Donley will serve as TPC Chair for the Frequency Control Symposium in New Orleans. In 2017, Lute and Elizabeth will serve as Co-General Chair and Co-TPC Chair, respectively.
